BASIC PURPOSE OF POSITION
Serves as Plan of Care Reviewer making individual authorization/funding decisions for waiver services issued by case managers to ensure compliance with federal Medicaid waiver, state contract and policy requirements regarding Plans of Care. Position will be responsible for reviewing case records, individual plans of care and client cost of services. Provides training to DDSD case management staff.
Assesses, reviews and analyzes Individual Plans of DDS service recipients and other related records to ensure compliance with DHS & OCHA policy, federal and state waiver guidelines when individual plans of care exceed the statewide congregate average cost for waiver services. Issues written reports identifying deficiencies and requirements which must be addressed by the service recipient's personal support team to achieve compliance. Makes determinations regarding level of care and authorization of services including approval, reduction or denial of services. Educates local offices regarding policy and procedures for service review and authorization. Consults State and AREA Office Program Managers regarding policy and procedure and makes recommendations regarding program improvements, training needs and performance issues identified in reviews.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
Analyzes and evaluates program plans and operations on an on-going basis. Conducts studies and investigations of unusual occurrences or special projects within the assigned program area. Advises local administrators on all phases of program staffings, organization, and management; conducts local on-site staff meetings and training sessions to provide information about program policies, procedures, etc., and to communicate relevant changes; counsels with local officials about needs and problems at the local level. Makes recommendations on developing, preparing and implementing policies, rules and procedures and regulations for administration and supervision of various program activities at the local level.
Education and Experience required at this level consists of a master’s degree and three years of professional experience in social work, child support, adult protective services, child welfare, early childhood development and education, guidance and counseling, nursing, intellectual disability, probation and parole, public administration, community-based prevention and diversionary youth services programs, juvenile justice, rehabilitation counseling, vocational evaluation or vocational rehabilitation; or an equivalent combination of education and experience, substituting one year of additional qualifying experience for each year of the required education.
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.
