BASIC PURPOSE OF POSITION
Position directs, manages, & administers the day-to-day operations of Child Welfare Services & coordinates CW functions & activities within county offices assigned to District 20; provides leadership within communities & among employees.  Under direction of a Regional Director, position directs and manages all aspects of Child Protective Services, Family Centered Services and Permanency Planning programs and activities. Directs and supervises Child Welfare Specialist IV's and other subordinate staff to ensure workforce quality, competence, service delivery and compliance with law, policy and procedures.

TYPICAL FUNCTIONS
•Ability to effectively administer multiple priorities in accordance with program procedures; ensure team effectiveness; identifying problems & developing effective courses of action in order to eliminate barriers; in making decisions which affect the lives of agency clients; seek assistance in improving outcomes when appropriate.
•Regularly visit CW staff in assigned offices to assess performance, appropriate use of resources, & identify & resolve issues that prevent staff, district, region, division, & agency outcomes from being obtained.
•Effectively communicate the vision for the Division of CWS to internal & external clients, partners, & other OKDHS employees.
•Direct & administer the fulfillment of the mission, vision, values & goals of the agency ensuring the interest of the Agency’s CW clients & the citizens of Oklahoma at large are accurately, timely, & ethically met.
•Direct & administer the planning, development & implementation of the CW programmatic procedures for District 20, ensuring that they are consistent with the goals & direction of the CWS Division.
•Represent the agency as primary (DHS) district spokesperson with appropriate community leaders, county & state officials; actively participates in a variety of community activities. Establish positive relationships with district attorneys, judges, law enforcement, providers, resource parents, Tribes, & any other entity to further the goals of the CWS Division & OKDHS.
•Build constructive relationships with &/or ensuring quality customer service to resource families.
•Responsible for the establishment & management of the Agency’s administrative program procedures, including work hours, training, education, security/safety/risk management, client privacy & service procedures as well as various benefits & legalistic requirements within the district.
•Ensure district program compliance with state & federal requirements through: Implementation & administration of the district budget & work plans; Administration of district program expenses, ensuring compliance to budget; & Remaining aware of new developments in all applicable agency policies and procedures, as well as state/federal statute.
•Initiate, complete, &/or review all personnel actions including recruitment, employment, promotional practices, performance management, employee discipline, grievance & dispute resolutions, payroll & time/leave management as well as all other related applicable programs.
•Provide positive recommendations &/or solutions to complex & diverse issues involving employees, clients/customers, & federal, state, & local partners through the use of interpersonal skills.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
•Ability to develop staff through personal & professional leadership.
•Ability to promote teamwork & team spirit to achieve a high-level of morale.
•Superior communications skills in written & oral form. High-level of program knowledge, managerial talent, ethical business judgment & knowledge of the agency and CW policies & practices.
•Knowledge of federal & state laws & regulations on administration of CW services; social services offered in the assigned county, regardless of providers.
•Ability to apply principles of supervision & office administration, including all state, federal, & agency administrative policies & procedures; effectively supervise the work of professional & support employees.
•Ability to apply case load management methodology, methods & techniques of counseling with clients.
•Knowledge & application of basic principles of community organization; ability to mobilize community support & generate community awareness of CW programs offered in the county or counties of the district.
•Ability to plan & direct programs within a division of the agency.
•Provide direct client services; & for directing & coordinating functions & activities related to CW programs of the agency, including the direction & supervision of administrators who are responsible for the direction of those programs included in District 20

MINIMUM QUALIFICATIONS
Completion of a master's degree in social work, behavioral science, guidance and counseling, or public administration and 4 years of professional social work or social science administration, plus 3 years of qualifying experience in Child Welfare as a supervisor, a senior programs administrator or in program management. OR An equivalent combination of education and experience substituting 1 additional year of qualifying work experience for each year of required education.

NOTES  
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

BENEFITS
This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
