BASIC PURPOSE OF POSITION:
Under administrative direction of the Deputy Director of Child welfare Foster Care and Adoptions Program, this position plans, administers, and coordinates assigned operational functions or programs with the division; acts as immediate supervisor program staff.
Directs and coordinates program both Foster Care and Adoptions to comply with federal and state regulations and guidelines; implements policies, rules and regulations; Participates in development of cooperative system-wide policies and procedures consistent with federal and state laws pertains to the operational administration of programs for services to clients, employees, applicants and the public; develop procedures to implement policies. Represents the agency at various meetings and hearings; investigates and resolves sensitive personnel administrative problems performs related work as required and assigned. Works closely and has oversight of various contracts with agency partners.
KNOWLEDGE, SKILLS, AND ABILITIES (KSA's):
Knowledge of federal and state laws and regulations relating to the administration of human services or human resources; comprehensive knowledge of the principles, methods and practices of the various programs being administered; thorough knowledge of the organization, development and administration of the human service or human resources programs managed. Understanding of methods used to plan, gather, organize and analyze information, which is significant and relevant to the assigned program. Skill in planning, coordinating and evaluating the activates of multiple work units; in establishing and maintaining effective relationships with state officials, employees, applicants and the public; in oral and written communication of all types; and in interpreting, analyzing and resolving highly complex administrative and personnel problems.
Completion of the curriculum requirements for a master's degree in social work or related human services field, and 4 years of professional managerial or administrative experience in public health administration, social work, guidance and counseling, intellectual disability, probation and parole, public administration or personnel administration; or a equivalent combination of education and experience, substituting 1 additional year of year for qualifying experience for each year of the required education.
A conditional offer of employment to final candidate will be contingent upon a favorable background check and a substance abuse screening.

This is a full-time unclassified state position with full state retirement and insurance benefits, including paid health, dental, life, and disability insurance. Annual leave of 10 hours per month and sick leave of 10 hours per month begin accruing immediately.
