LOCATION OF WORK:
Compliance Division/Field Collection Services, Tulsa County

MAJOR WORK DUTIES:  
*Provides assistance to taxpayers for completing and filing state tax forms; explains the provisions of various tax laws;

*Contacts taxpayers in person, by phone and by mail to advise of actions being taken and determine compliance with tax laws and commission policies and secure any outstanding liabilities and delinquencies; performs office audits and adjustments of returns to verify tax liabilities.

*Serves orders to taxpayers whose business licenses or permits are canceled; prepares affidavits to document that orders were served;

*Makes on-site inspections of a business establishment to determine if it is still operating after cancellation of license or permit; refers violations to the legal division for further action.

BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the collection of delinquent taxes.  This includes contacting taxpayers concerning overdue tax payments by phone, by mail or in person to advise them of actions being taken, explain the basis for the action, and secure any outstanding liabilities.  It also includes performing audits and adjustments to verify taxes due, conducting examinations and inspections of various records and serving orders to taxpayers whose licenses or permits are canceled.

LEVEL DESCRIPTORS

The Revenue Compliance Officer job family consists of three levels which are distinguished based on the complexity and diversity of job assignments, the extent of responsibility assigned, and the responsibility assigned for providing leadership to others.

Level I:    
This is the career level where employees are assigned responsibilities at the full performance level involving all types of taxes.  In this role they will be responsible for providing a full range of assistance to taxpayers in completing and filing various tax forms, making detailed explanations concerning the previsions of various tax laws, providing training to new employees, and completing any and all required actions to notify taxpayers of delinquent taxes and secure payment or initiate other actions through the legal process.

MINIMUM QUALIFICATIONS

Level I:    
Education and Experience requirements at this level consist of a bachelor’s degree; or an equivalent combination of education and experience, substituting one year of experience in business management, tax revenue, credit collections, or investigative work for each year of the required degree.
