Grant Program Manager

General Summary of Function/Purpose of Position

This position serves as a professional specialist who directs oversight of grant development with State and local agencies; monitors and evaluates grant programs statewide; and represents the Oklahoma Highway Safety Office (OHSO) at local, State and national levels. This position serves as an expert and technical advisor, to assist managerial/program staff, industry, community groups and governmental agencies in identifying, developing and providing technical support regarding Highway Safety programs statewide, regionally and nationally.

Duty 1: Serve as the grant Program Manager for various programs within the Highway Safety Plan. 75% of time.
• Manage all aspects of the grant administration process.
• Review grant proposals and concepts to ensure they apply to the highway safety plan based problem identification.
• Monitor grant activity through telephone contacts, quarterly reports, written correspondence and other documentation on an ongoing basis.
• Evaluate the implementation of program activities to determine effectiveness in terms of achievement of objectives and compliance with established timeliness.
• Prepare reports regarding grant activity along with collection, review and summarizing of data related to highway safety programs.
• Provide guidance, recommendations and alternative strategies to enhance existing grant programs based on review findings.
• Review program evaluations to determine what methods are successful in achieving program objectives, and make technical application of these methods in other grant programs.
• Negotiate Grant Agreements.

Duty 2: Represent the OHSO at local, State, regional and national highway safety meetings, conferences, workshops, training seminars, legislative meetings and other activities.  15% of time.
• Network with Federal, State, local and university transportation groups and individuals to become familiar with the highway Safety program area and issues that impact highway safety.
• Advise the OHSO staff on information gained from highway safety meetings and conferences
• Participate in committees, task forces and working groups to address emerging highway safety concerns.

Duty 3: Present information regarding the OHSO program initiatives at the local, State, and National levels. 10% of time.
• Participate fully in the continuous improvement of the SHSO operational and strategic processes keeping with the Department and Division Mission and Vision statement as well as the SHSO Guiding Principles.
• Serve as a resource to respond to requests for information from the general public, the media and legislature regarding highway safety when cleared through the Director.
• Review and evaluate professional journal articles, publications, reports and literature reviews dealing with highway safety.
