The Office of Management and Enterprise Services (OMES) Human Capital Management is seeking a full-time Data Analyst, Level I. This is a full time unclassified position in state government.  OMES offers a comprehensive Benefits Packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.  For more information about the benefit allowance [click here].The annual salary for this position is up to $45,000 based on education and experience.

Position Summary
Employees in the data analyst role support strategic planning through data-driven decision making.  As part of the workforce planning team, this position will assist in helping agencies look ahead and prepare for coming workforce trends through calculating, analyzing and interpreting workforce data.  The data analyst assists the department in compiling, reviewing and illustrating information related to talent forecasts, gap analysis and succession planning as well as the development of actionable workforce plans.  A person in this role will use their skills to help Oklahoma state agencies prepare to meet future workforce opportunities and challenges.

Essential Functions & Responsibilities
Compiling, calculating, analyzing and interpreting workforce data.

Utilizing analytic and data visualization tools to summarize and illustrate data.

Researching, gathering information and data, and conducting surveys to support department initiatives and consultations.

Communicating and distributing statistical findings to various audiences through charts, graphs and other visual content for reports and presentations.

Maintaining large, confidential or complex data files.

Demonstrating knowledge of and supporting mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

Education and Experience
A bachelor’s degree in business administration, political science, social science, public administration, or a field of study with course work in statistical research methods and data analysis; or an equivalent combination of education and work experience performing data analysis and statistical research. 

Preferred Experience and Valued Skills

It is preferred that applicants have college credit hours in statistical research methods, economics, demographic or social research. Knowledge of research methods; data sources; statistical software (SPSS, R, etc.); data management; and data visualization as well as strong skills using software such as Excel is beneficial for this role. Ideal candidates will have experience developing surveys and analyzing response data.  Preference may be given to candidates possessing experience in human resources or industrial/organizational psychology. In addition, preference may be given to candidates possessing skills with predictive analytics.
