BASIC PURPOSE

Positions in this job family are involved in providing religious services, counseling and guidance to patients, inmates, residents, students, family members or coworkers in a state hospital, institution or facility.  This includes performing religious ceremonies, holding services, providing religious education and planning special programs and activities.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Provides formal and informal religious services, religious educational instruction, and religious ceremonies or church rites.
  • Visits new admissions, the physically ill, mentally ill and handicapped; makes routine visits of facility; and visits and/or corresponds with relatives and other interested persons regarding the welfare of patients, inmates, students or residents.
  • Plans special religious programs and activities to provide therapeutic assistance for patients, inmates, students or residents.
  • Consults with psychiatric, medical and education staff in carrying out clinical phases of therapy programs; participates in discussion groups. 
  • Serves as a liaison between the institution and professional and lay groups.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:   
Knowledge of various faiths, religious doctrines, principles and practices of the faith practiced; and of religious counseling, theory and practice.  Ability is required to conduct religious services and rites; to develop the moral and spiritual life of patients, inmates, students and residents; to provide religious guidance and counseling; to devise and instruct religious education programs; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

Level II:   
Those identified in Level I plus additional ability is required to organize a program of religious service and education; and to organize the work of others.

Level III:   
Those identified in Level II plus additional knowledge of interviewing methods and techniques; of training principles and practices; and of supervisory principles and practices of supervision. Additional ability is required to direct a comprehensive religious program; and to develop and conduct formal and informal religious services.


LEVEL DESCRIPTORS

The Chaplain job family has three levels which are distinguished by the complexity of assignments, the level of expertise required to perform the duties assigned, and the responsibility assigned for providing leadership to others.

Level I: 
At this level employees are assigned responsibilities as a staff chaplain providing a full-range of religious activities and services for patients, inmates, students, residents, family members and coworkers. This includes performing baptisms, marriages, final rites and funerals, counseling residents and staff on a crisis intervention basis, serving as a liaison for residents, their families, communities and the institution, and providing religious education, instruction, counseling and guidance.

Level II:   
At this level employees are assigned responsibility for directing and participating in religious programs at a state facility, including supervision of other religious activities staff.  This includes visiting residents on a regular or special basis, performing or arranging for appropriate religious professionals to perform baptisms, marriages, last rites or funerals, providing professional religious counseling and guidance, and participating in special programs to facilitate readjustment to the community.  In this role, employees will provide religious assessment reports, participate in treatment planning, and consult with staff in carrying out an overall therapy program. Positions are assigned supervision of staff, including assigning and reviewing work, providing training, evaluating performance, and performing other administrative duties. 

Level III:   
At this level employees are assigned responsibilities for directing and coordinating the religious program for a state agency.  This may include direction of religious activities and programs at various facilities and institutions.  In this role, employees will serve as department advisor regarding staffing and service requirements, will visit facilities and institutions to insure provision of services, and will make recommendations concerning training of chaplains.  Employees will also formulate program policies and procedures in cooperation with administrative staff and confer with department heads to explain programs and solicit cooperation in obtaining program objectives.


MINIMUM QUALIFICATIONS

Level I:   
Education and Experience requirements at this level consist of a master’s degree in divinity, theology or religious education and one year of professional level experience in the clergy and an endorsement from the individual’s respective faith OR an equivalent combination of education and experience, substituting one year of professional level experience in the clergy for every year of the required education.

NOTE:  No substitution will be allowed for the endorsement from the faith.

Level II:    
Education and Experience requirements at this level include those identified in Level I plus two additional years of qualifying experience.

NOTE:  No substitution will be allowed for the endorsement from the faith.

Level III:    
Education and Experience requirements at this level consist of those identified in Level II plus an additional two years of qualifying experience in the Chaplaincy.

NOTE:  No substitution will be allowed for the endorsement from the faith.
