BASIC PURPOSE

Positions in this job family integrate diverse motor carrier management responsibilities in the enforcement of federal and state laws, rules, and regulations governing interstate and intrastate motor carrier operations.  This includes directing all activities at assigned Ports of Entry (POE) and interior Weigh Stations as well as coordinating the roadside enforcement of the assigned surrounding regions and/or statewide.  Positions in this job family will also plan and direct the implementation of major program activities involving principle agency strategic operations.  Those supervised by this position will include professional level staff and certified and civilian enforcement officers.

TYPICAL FUNCTIONS

·        Directs the operations at POE and Weigh Stations involving the regulation of various industries that transport materials, goods, and/or passengers.

·        Develops policies and procedures for monitoring industry operations.

·        Reviews, recommends action, and/or approves applications related to industry activities.

·        Develops and recommends policies, procedures, and rules that pertain to the administration of motor carrier enforcement activities and operations consistent with federal and state laws and industry best practices.

·        Coordinates audits of transportation related operations; directs the implementation of additional audits, reviews, inspections, or investigations as required.

·        Manages the motor carrier enforcement program and field operations and provides supervision to administrative staff and motor carrier and motor vehicle enforcement officers, some that supervise lower level staff.

·        Plans, establishes standards, assigns tasks, and coordinates the activities of field staff in the inspection and audit of motor carrier operations.

·        Coordinates with agency administrators, managers, and vendors in the development or refinement of cooperative program-wide systems, policies, procedures, and rules.

·        Reviews test reports, inspection findings, complaints, cost studies, financial books and records, applications, investigation reports and other information to monitor operations.

·        Prepares recommendations for amendments to legislation or administrative rules concerning regulation of the motor carrier industry; reviews proposed and final legislation to determine impact on program; recommends Commission action on various issues.

·        Advises agency management and others in the proper interpretation and application of agency, division, and program rules, policies, procedures, and systems.

·        Prepares or approves exhibits, reports, and other materials to be used in administrative hearings, causes for action, or other hearings or cases as required; testifies in such hearings or cases as required.

·        Represents the agency before industry, civic, and environmental groups; prepares and/or approves press releases, technical reports, and other information; presents to the Corporation Commissioners and members of the legislature.

·        Develops objectives, directs requirements, and coordinates all aspects of training for assigned staff; certifies personnel in competency upon completion of various phases of training.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:                                    

Knowledge required at this level include knowledge of state and federal laws, rules, regulations, and policies relating to motor carrier enforcement and the industries that transport materials, goods, and/or passengers, including the interrelated factors and the consequences of noncompliance; of environmental protection, abatement, and reclamation practices; of methods of program evaluation and technical report writing; of division policy and procedures; of the purpose, organization, procedures, and rules of the motor carrier enforcement program of the Oklahoma Corporation Commission; and of supervisory principles and practices. Ability is required to direct and coordinate the activities of a limited to moderate level facility and the surrounding area; to quickly analyze situations and adopt effective courses of action; and to maintain effective working relationships with others.

Level II:
Requirements at this level consist of those identified in Level I plus one (1) additional year of professional supervisory experience in motor carrier enforcement as a CLEET-certified officer.

LEVEL DESCRIPTORS

The Motor Carrier Enforcement Manager job family consists of two levels which are distinguished by the depth and breadth of responsibility and the complexity of work assignments based on the area assigned.


Level I
:

Employees at this level are assigned responsibilities involving the management and direction of motor carrier enforcement activities and operations for a limited to moderate scope of a fixed facility or facilities and the roadside enforcement and investigations of the surrounding area. This position provides supervision to lower level managers or supervisors in performing activities, duties, requirements and tasks in the motor carrier enforcement program.

 

Level II:                                   

Employees at this level are assigned responsibilities involving the management and direction of motor carrier enforcement activities and operations for a large scope of fixed facilities and the roadside enforcement and investigations of the surrounding area or statewide. Incumbent may be involved in development and implementation of CLEET-certified enforcement training programs, modernization and maintenance of training and policy manuals, complaint mediation and resolution, and department fleet management. Analyzes and coordinates the resolution of problems with highly-complex system or facility. Compilation and submission of reports to executive management along with statistical and informational research is required.

 

 

MINIMUM QUALIFICATIONS

Level I:
Education and Experience requirements for this job family at this level are mandated by statute (47 O.S. Section 172.1):  “. . . shall be high school graduates and shall have had at least three (3) years practical experience in the transportation industry or in the field of law enforcement,” plus four (4) years of professional experience as a CLEET-certified officer or as a law enforcement officer falling under CLEET reciprocity rules (OAC 390:10-1-6), including one (1) supervisory year in law enforcement and one (1) supervisory year in motor carrier enforcement; or an equivalent combination of education and experience, substituting up to 60 semester hours from an accredited college or university for 2 years of the required professional experience.

Level II: Education and Experience requirements at this level consist of those identified in Level I plus one (1) additional year of professional supervisory experience in motor carrier enforcement as a CLEET-certified officer.

SPECIAL REQUIREMENT

Statutory Requirement (47 O.S. Section 172.1) 1999 Supp: Incumbents shall “…be certified by the Council on Law Enforcement Education and Training (CLEET) within twelve (12) months from the date of employment.”

 

Statutory Requirement (47 O.S. Section 172.1) 1999 Supp: Incumbents “shall have attained the age of twenty-one (21) years.”

 

Incumbents must be willing and able to be on call twenty-four (24) hours per day; be willing to travel frequently and be away from home for extended periods of time; be willing to relocate to the place of assignment; be willing to accept the physical discomforts and/or dangers inherent in the work.

 

Incumbents conducting CLEET-certified training must have received Instructor Development Certification and Peace Officer Certification from the Council on Law Enforcement Education and Training (CLEET).
