BASIC PURPOSE

Positions in this job family are assigned responsibilities involving fire protection, firefighting, and rescue duties at a state airfield or airport.  This includes training other employees and providing guidance, assistance, and direction to others during firefighting operations or in performing maintenance and other activities.  This may include serving in a management position of Fire Chief at a state airfield or airport.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Serves as a member of a firefighting crew; operates hose lines or turrets; performs aircrew extrications from aircraft ejection seats; performs firefighting operations on aircraft involving munitions; makes forced entries into burning aircraft or structures; responds to hazardous materials incidents; responds to wild land fires; conducts confined space rescue, aircraft fuel cell rescue, industrial accident rescue and automobile extrication; administers first aid; drives and operates firefighting vehicles; uses a variety of specialized tools and other equipment.
  • Responds to bomb threats, anti-hijacking and terrorist contingencies.
  • Performs standby detail on crash trucks during normal periods of flying activity or under special circumstances including movement of multiple aircraft and medical patients, fueling and defueling of aircraft and systems, assault landings, and welding or maintenance.
  • Performs preventative and intermediate maintenance tasks on firefighting equipment and facilities; assists in cleaning and maintaining fire station.
  • Inspects firefighting equipment and facilities to identify maintenance needs; develops and completes required records and/or reports of inspections.
  • Participates in drills, exercises, and fire protection demonstrations and attends other required training to learn proper firefighting procedures, fire protection services and rescue operations.
    Maintains event log book; monitors base fire alarm system; tests communications equipment and performs operator maintenance; operates communications recorder; receives emergency calls and dispatches fire crews.
  • Conducts fire inspections; insures facilities and processes are in compliance with required codes and regulations; issues burn and weld permits to base personnel and contractors; responds to base personnel inquiries on fire safety codes and regulations.
  • Presents fire prevention and fire extinguisher training to base personnel; conducts fire prevention briefings and department tours for school groups.
  • Managing fire protection programs and operations at a state airfield or airport.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:
Knowledge of standard fire prevention and protection theory; of techniques and practices relative to various types of fires; of techniques of various rescue operations; of specialized firefighting techniques relative to aircraft fires; of special fire protection safety equipment such as self-contained breathing apparatus; of the incident command system; of emergency medical care; of operator maintenance on fire equipment; and of fire protection inspection theory, techniques and procedures.  Ability is required to establish and maintain effective working relationships with others; to follow written and oral instructions; to evaluate emergency situations and adopt effective courses of action; and to maintain order among groups in emergency situations.

Level II:
Those identified in Level I plus knowledge of fire causes; of procedures for properly and safely operating various types of firefighting equipment and apparatuses; of hazardous material handling and control; and of first aid.  Ability is required to conduct operations of assigned fire station; to maintain and operate firefighting equipment; to express ideas clearly and concisely, both orally and in writing; to act in the absence of the supervisor; to organize and direct fire protection and firefighting operations.

Level III:
Those identified in Level I and II plus knowledge of training techniques; and of leadership/supervisory principles and practices.  Ability is required to anticipate, identify and resolve problems; to direct personnel and firefighters in preventing and/or extinguishing fires and preventing accidents; to write reports; to supervise the work of others; and to investigate multiple and complex cases simultaneously.

Level IV:
Those identified in Level I, II, and III plus knowledge of federal, state and municipal requirements for fire/crash rescue and structural fire operations.  Ability is required to plan, coordinate and evaluate the activities of a state airfield or airport, and to interpret, analyze and resolve complex administrative and personnel problems.

LEVEL DESCRIPTORS

The Airfield Firefighter job family has three levels of work which are distinguished by the complexity of job assignments, the extent of responsibility assigned for a specific airport or airfield, the level of expertise required for completion of assigned tasks, and the responsibility assigned for providing leadership to others.

 

Level I:

At this level employees perform all duties associated with airfield firefighting in a training status while continuing to build their skills in fire protection, firefighting and rescue procedures.  In this role, employees will be assigned tasks that involve enforcing fire protection regulations, maintaining the fire station and assigned equipment and safeguarding life and property at state airfields and/or airports.

   

Level II :
This is the career level of the job family where employees are assigned duties and responsibilities at the full-performance level and perform a variety of tasks involving enforcing fire protection laws, rules and regulations, maintaining the fire station and assigned equipment and safeguarding life and property at a state airfield or airport.  Employees serve as crew chief on a firefighting crew on a designated shift and assign work, direct crew operations during a fire and provide for training and employee development of subordinate Airfield Firefighters.

 

Level III :

This is the leadership level of this job family where employees are assigned responsibility for planning, directing, and supervising fire protection programs and operations at a state airfield or airport.  This includes responsibility for performing firefighting duties; developing and implementing plans to provide fire prevention and protection to the assigned airport and/or employees and reduce or eliminate fire hazards; training employees and others on evacuation procedures and providing for emergency response procedures in the event of fire or other emergencies; and counseling and evaluating subordinate employees on performance.  Responsibilities are broadly defined and incumbents will have a high degree of latitude in planning and controlling the work to be done.

MINIMUM QUALIFICATIONS

Level I:
Education and Experience requirements at this level consist of completion of a basic firefighters curriculum accredited by the International Fire Service Accreditation Congress (IFSAC) to the Firefighter 2 certification level; Airport Firefighter and Hazardous Materials Operations.

Level II:
Education and Experience requirements at this level include those identified in Level I Special Requirements, IFSAC certification for Fire Officer 1, Instructor 1, and Hazardous Materials Incident Command, plus eighteen additional months of qualifying experience in airfield firefighting.

Level III:
Education and Experience requirements at this level consist of those identified in Level II Special Requirements, plus one additional year of qualifying experience in airfield fire protection work, including one year of experience at a level equivalent to a crew chief.

Level IV:
Education and Experience requirements at this level consist of those identified in Level III, plus one additional year of qualifying experience in airfield fire protection work. 

SPECIAL REQUIREMENT

Level I:
Within 24 months of appointment, applicants will be required to be certified to the First Responder level and achieve Department of Defense certification in the following areas:  Driver/Operator of Airport Rescue and Firefighting Vehicles.

Level II:
Within 24 months of appointment, applicants will be required to achieve Department of Defense certification in the following areas: Fire Officer 2, Fire Inspector 1.

Level III:
Within 24 months of appointment, applicants will be required to achieve Department of Defense certification in the following areas: Fire Officer 3, Fire Inspector 2, and Fire Instructor 2.

Applicants must possess and maintain a valid Oklahoma Driver’s license, be willing and able to fulfill all job-related travel associated with this position; pass a baseline physical examination meeting NFPA standards within the first six months; obtain and maintain a minimum security clearance of SECRET in accordance with established Air Force standards; and have and maintain the physical and mental stamina required to perform the work, including lifting and carrying heavy objects and to accept the physical discomforts and/or dangers associated with the work, such as extreme heat, smoke or dust, and working in confined spaces or at heights above ground level.

Level IV:
Applicants will be required to have Department of Defense certification in the following areas:  Fire Officer 4, On Scene Commanders course.  Applicants must possess and maintain a valid Oklahoma Driver’s license, be willing and able to fulfill all job-related travel associated with this position; pass a baseline physical examination meeting NFPA standards within the first six months; obtain and maintain a minimum security clearance of SECRET in accordance with established Air Force standards; and have and maintain the physical and mental stamina required to perform the work, including lifting and carrying heavy objects and to accept the physical discomforts and/or dangers associated with the work, such as extreme heat, smoke or dust, and working in confined spaces or at heights above ground level.
