BASIC PURPOSE

The position in this job family is assigned responsibilities involving the direction of a variety of administrative and technical support services within the Department of Public Safety.  This is a senior management position within a statewide law enforcement agency with responsibility for the oversight, coordination and direction of multiple support functions of the agency.  This includes licensing services related to issuing, suspending or revoking drivers licenses and financial responsibility requirements; transportation activities related to the procurement and maintenance of the law enforcement fleet; agency computer operations; communications services; supply activities; the management of agency buildings and property; and various administrative and technical services such as micrographics reproduction, mail room assigned to the support services area of the agency, accounting for approximately one-third of the FTE authorized the agency.

TYPICAL FUNCTIONS

  • Directs the formulation of policies, procedures and standards for programs and services within the support services area; evaluates programs and services provided; coordinates requirements and procedures with other senior managers; confers with and advises the Commissioner on the status of existing programs, the development of new or revised programs or procedures, legislative requirements and similar matters.
  • Coordinates requirements for communications, transportation, materials management, computer support and records keeping functions with other senior managers; resolves complaints or problems concerning services provided; serves as liaison with other state and federal agencies in coordinating assigned programs within the areas of responsibility.
  • Establishes standards, sets objectives and evaluates effectiveness of assigned programs; interprets laws and regulations which apply to the establishment and functions of the support services provided, such as communications, drivers license services, fleet maintenance operations and computer support. 
  • Administers a multimillion dollar budget including payroll, equipment, maintenance and operating costs; reviews, coordinates and approves budget work programs for assigned areas of responsibility.
  • Provides supervision to division directors and program managers; evaluates performance; resolves problems; directs the coordination of related activities.
  • Represents the Commissioner and the Department at various meetings at the local, state and national levels.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:    
Knowledge of the principles and practices of public administration, including program evaluation and analysis; of law enforcement agencies and organizations; of state laws concerning public safety; of current social and economic issues concerning law enforcement; of personnel and fiscal management; and of the state budgetary and legislative process.  Ability to coordinate and direct the activities of others; to analyze and resolve complex management problems; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

The Deputy Commissioner (DPS) job family consists of only one level and the incumbent employee is responsible for performing all functions related to the position.


MINIMUM QUALIFICATIONS

Level I:
Education and Experience requirements consist of a bachelor’s degree in business or public administration and six years experience in business or public administration, criminal justice or a closely related field, including two years in an administrative capacity; or an equivalent combination of education and experience.
