BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the supervision, direction and/or inspection of the construction, renovation, improvement or repair of buildings and structures and other facilities throughout the state.
 

TYPICAL FUNCTIONS

  • Develops or reviews and approves designs, plans, specifications, schedules and cost estimates for buildings and other structures to be erected and for alterations, improvements and repairs to existing structures to ensure compliance with good construction practices and space standards, proposed time tables, and agency needs; reviews and approves or prepares construction plans for such engineering projects as roads, parking areas, water and sewer systems and other facilities; manages/monitors projects that are designed in-house; coordinates state construction projects for other agencies as requested.  
  • Computes  quantities and materials necessary for projects; develops cost estimates and writes specifications for work to be done; makes field inspections on projects under construction, advising construction superintendents, park superintendents and others; interprets specifications and plans as required. 
  • Inspects existing buildings and structures to determine repair and maintenance needed; inspects all new construction and renovation projects to ensure that plans and specifications are followed. 
  • Assists in making surveys of assigned buildings and structures in order to develop a maintenance schedule and to assure the adequate maintenance of existing facilities. 
  • May lay out working details of projects and advise in the selection, ordering and storing of construction materials.
  • Maintains required records, supervises storage of materials and equipment and prepares reports as required. 
  • Research new materials and methods for application and benefit to the state. 
  • Compare materials submitted to be used in lieu of specified materials.  
  • Obtains bids/construction estimates from contractors for state construction projects; resolves disputes between state agencies and contractors.

KNOWLEDGE, SKILLS, & ABILITIES

Level 1
Knowledge of the principles and practices of architectural engineering; of contemporary building construction methods and materials; of current building codes; of the preparation of cost estimates and specifications; of the principles and methods of surveying and inspecting sites and buildings preparatory to planning and designing proposed structures or alterations; of the principles of landscape architecture; and of civil engineering as applied to building construction.  Ability is required to analyze and prepare designs, plans and specifications; to plan and supervise the work of others; to provide consultant and advisory services to public officials; to establish effective working relationships with others; and to prepare clear and concise reports and recommendations on proposed architectural or engineering projects.

MINIMUM QUALIFICATIONS

Level 1
Education and Experience requirements at this level consist of a bachelor's degree in architecture, architectural engineering, civil engineering, construction management, or a closely related field and one year of experience in architectural design, architectural or civil engineering work, construction management, or closely related work; or an equivalent combination of education and experience
