Positions in this job family are assigned responsibilities involving supervising, organizing and planning the activities of the Real Estate Division in the management, soil and water conservation, appraisal, environmental protection, marketing, leasing and sale of lands under the jurisdiction of the Commissioners of the Land Office.
The function within this job family will vary by level, but may include the following:
Supervises and coordinates field personnel and administrative support personnel in the day to day management of surface acres under CLO jurisdiction.
Develops asset management plan pertaining to the economic feasibility of the management, leasing and sale of surface acres under CLO jurisdiction.
Analyzes and evaluates commercial/industrial lease program; prioritizes tracts that should be developed for leasing.
Develops and coordinates a marketing plan for the lease or sale of surface acres under CLO jurisdiction.
Reviews all appraisals submitted by division personnel; reviews all pertinent reports involved in the management of the division.
Coordinates and supervises all reclamation or pollution abatement projects on land under CLO jurisdiction.
KNOWLEDGE, SKILLS, & ABILITIES
LEVEL I: Knowledge of supervisory principles and practices; of soil types and basic land management practices; of general business and finance practices to assist in the management of farm or ranch lands; of appropriate laws, rules and regulations pertaining to land management and soil conservation; and of property appraisal and legal description. Ability is required to establish effective working relationships with others; plan and supervise the work of others; and to conduct several projects simultaneously.
LEVEL II: Those identified in Level I plus knowledge of soil conservation methods and techniques, of agricultural practices and techniques; of rental leases and agreements; and of enforcement of lease terms and pollution control. Ability is required to plan and supervise the work of others; to analyze situations and recommend effective solutions; and to determine staffing and training needs.
The Director, Real Estate Management job family has two levels which are distinguished by complexity of assignment, independent decision making, and level of responsibility and decision making authority in the management and operation of the division.
LEVEL I: This is the first level of administrative supervision and management of the Real Estate Management Division. Responsibilities include assisting the Division Director in supervising, scheduling, and planning of the duties performed by division personnel, reviewing all appraisals submitted by appropriate division personnel, and pertinent reports involved in the management of surface acres under jurisdiction of the Commission and assisting the Division Director in the planning and implementation of surface and commercial leases, lease auctions, and conservation and appraisal programs. Responsibilities also include making periodic field inspections to monitor work of division field personnel.
LEVEL II: This is the senior level of administrative supervision and management of the Real Estate Management Division. Duties include directing and coordinating all division personnel in the performance of their assigned duties; developing a land management program which includes an asset management and economic feasibility assessment of all CLO surface acres to maximize income from the leasing and sale of trust land; evaluating and analyzing commercial property tracts to determine which tracts should be developed for leasing; performing conflict resolution with appropriate parties to assist field personnel in contract and lease enforcement; directing and coordinating the implementation of soil conservation, pollution abatement and reclamation projects concerning acreage under CLO jurisdiction; performing cursory review and final approval of all appraisals performed by division personnel; preparing the division budget; reviewing all applications for lease or sale of CLO acreage and making recommendations for approval or rejection of said application; and making periodic field inspections.
LEVEL I: Education and Experience requirements a this level consist of a bachelor’s degree in agriculture, business or finance or a closely related field and five years of professional experience in real estate management work; or an equivalent combination of education and experience.
LEVEL II: Education and Experience requirements a this level consist of those identified in Level I plus one additional year of professional experience in real estate management work, which must have been in a supervisory capacity.
NOTE: No substitution will be allowed for the one year of supervisory experience.
Applicants will be required to be a licensed appraiser or obtain an appraiser’s license within a time frame designated by the Appointing Authority.
