Positions in this job family are assigned administrative responsibilities involving the procurement of federal surplus property for distribution to organizations eligible to participate in the Federal Surplus Property Donation Program.
The functions within this job family will vary by level, but may include the following:
Plans, organizes and directs the activities of the Property Distribution Division of the Department of Central Services.
Ensures compliance with federal statutes as listed in CRF 41-101 and Public Law 101-189, Section 1208 of the National Defense Authorization Act.
Organizes, directs, and supervises the activities of personnel involved in the procurement, transportation, storage, marketing, and distribution of federal surplus property; directs staff training programs; develops controls to assure accountability for operation, policy implementation, and maintenance of standards.
Budgets and plans for future program direction; selects and assigns staff; sets standards within federal and state regulations and guidelines.
Directs studies of needs; participates in top level management meetings concerning the development or modification of legislation.
KNOWLEDGE, SKILLS, & ABILITIES
Level I: Knowledge of federal and state laws relating to public and business administration; of the principles, methods, and practices of the various programs being administered; of surplus property procurement and disposal laws and practices of the federal government; of overseas freight forwarding methods and costs; and of federal and state laws pertaining to the Law Enforcement Assistance Program. Ability is required to plan, coordinate, and evaluate the activities of multiple work units and division programs involving a broad range of functions; to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; and to analyze, interpret, and resolve complex administrative and personnel problems. Level II: Those identified in Level I plus knowledge of budgeting and financial management and ability to develop and implement statewide policies relating to purchasing and the distribution of excess property.
The Property Distribution Administrator job family consists of two levels which are distinguished by the level of responsibility assigned and the level of expertise required to perform assigned responsibilities.
Level I: At this level the incumbent is responsible for serving as the Assistant Director of the Property Distribution Division and assisting in the overall direction and supervision of division activities and staff as well as long range planning and operations involving the procurement and distribution of federal excess property.
Level II: At this level the incumbent is responsible for serving as the Director of the Property Distribution Division with overall responsibility for the direction of division activities and staff and exclusive responsibility for compliance with federal statutes contained in the National Defense Authorization Act concerning disposal of federal excess property.
Level I: Education and Experience requirements at this level consist of a bachelor’s degree and two years of experience in the procurement and disposal of governmental surplus property or an equivalent combination of education and experience. Level II: Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience.
NOTE: The listed experience must have been the primary job responsibility to be considered as qualifying. Experience gained in the procurement of governmental surplus property as a part of general management duties or other similar responsibilities will not be accepted as qualifying.
