BASIC PURPOSE

Positions in this job family are responsible for supervising and/or performing professional level services for the Oklahoma Department of Libraries, or a library function at other state agencies.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Plans, coordinates and supervises library services and activities for an assigned program or single function unit or service.
  • Supervises lower level professional librarians, support staff and volunteers.
  • Assists clients in using library services, materials and technology.
  • Provides training and instruction to users in the operation of library technological resources, including various types of software and hardware.
  • Creates original cataloging records for unique materials in conformance with international standards; maintains quality control of statewide database of library records.
  • Reviews and evaluates published materials in specialized fields; recommends materials for purchase.
  • Researches and responds to requests for information.
  • Consults with local administrators to improve all areas of library services.
  • Designs, requests and administers grant funds benefiting public and institutional libraries.
  • Prepares reports and maintains records.
  • Makes presentations to professional organizations; plans develops and conducts training, seminars, meetings or clinics as required.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:    
Knowledge of the principles, practices, procedures and techniques of library science; of sources and methods used in reference and bibliographic research, including electronic resources, library cataloging tools; of integrated library systems and bibliographic utilities; and of library automation and microcomputer applications.  Ability is required to search electronic databases; to establish and maintain effective working relationships with others; and in communicating effectively, both orally and in writing.

Level II:    
Those identified in Level I plus knowledge of the training principles and practices.  Ability is required to analyze situations and adopt an effective course of action.

Level III:    
Knowledge of agency policies and procedures; of state and federal legislation related to assigned agency programs; the principles, practices, procedures and techniques of library science; of research methods to perform independent research, including electronic resources and library cataloging tools; of integrated library systems and bibliographic utilities; of library automation and microcomputer applications; of equipment and materials used in conducting training;  and of the use and management of grant funds.  Ability is required to develop and implement library services and programs; to interpret technical, legal and/or complex materials to meet information requests; to search electronic databases; to plan, organize, conduct and evaluate professional development programs; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

Level IV:   
Knowledge of agency policies and procedures; of state and federal legislation related to assigned agency programs; the principles, practices, procedures and techniques of library science; of research methods to perform independent research, including electronic resources library cataloging tools; of integrated library systems and bibliographic utilities; of library automation and microcomputer applications; of supervisory principles and practices.  Ability is required to develop and implement library services and programs; to interpreting technical, legal and/or complex materials to meet information requests; to search electronic databases; to establish and maintain effective working relationships with others; and to communicate effectively, both orally and in writing.

 

LEVEL DESCRIPTORS

The Librarian classification consists of four levels of work which are distinguished by the depth and breadth of accountability, the experience required to perform assigned duties and responsibilities, and the responsibility for the leadership of others.

Level I:    
This is the basic level where incumbents are assigned to a specialized area and provide routine assistance to the public and staff.  They will perform routine cataloging, classification and reference and information services.

Level II:    
This is the career or full performance level where incumbents will be expected to perform assigned duties at all levels of complexity.  They will provide guidance and training to lower level staff.

Level III:   
This is the specialist level where incumbents are assigned responsibilities involving advanced level work in providing consultative services to public and institutional libraries, library boards, and government officials statewide.  This will include developing strategies, recommendations and plans for all facets of library operation; grant management and comprehensive training.

Level IV:   
This is the leadership level where incumbents are responsible for performing advanced specialized or consulting work, in developing and implementing library programs and services.  They will have oversight of day-to-day operations and provide supervision to other staff.

 

MINIMUM QUALIFICATIONS

Level I:   
Education and Experience requirements at this level consist of a master's degree in library science from a program accredited by the American Library Association.

Level II:   
Education and Experience requirements at this level consist of those identified at Level I plus  two years of professional library experience.

Level III:   
Education and Experience requirements at this level consist of those identified at Level II plus two additional years of qualifying  experience.

Level IV:  
Education and Experience requirements at this level consist of those identified at Level III plus one additional  year of qualifying experience.

SPECIAL REQUIREMENT

Some positions may require that applicants be willing and able to perform all job-related travel normally associated with the position.
