BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the review and analysis of financial information and loan documents related to water/waste water project loans under authorized financial assistance programs.  This includes evaluating loan applications for proper completion and submission of required records and data, analyzing the revenues, expenditures and debt obligations of applicants, monitoring closed loans to ensure compliance with loan provisions and monitoring water systems cost, production, consumption and other performance factors.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Evaluates new loan applications to ensure proper completion and submission of required financial information to facilitate financial credit analysis.
  • Reviews and analyzes financial accounting data, legal documents, contracts, proposals and other records and documents to complete the financial credit analysis; advises applicants of additional information or documents that may be required.
  • Analyzes revenues and expenditures and current and future debt obligations; completes debt coverage calculations and future revenue and expenditure and ratio tests and justifications; analyzes monthly operating statements and annual audits of loan recipients.
  • Monitors closed loan portfolios to ensure compliance with covenants and requirements of loan closing documents in servicing the loan.
  • Prepares loan documents, reports and correspondence; develops and monitors financial/economic market information data bases concerning financial assistance programs.
  • Coordinates with financial advisors, board counsel, underwriter, insurer, rating agency and trustee bank on financing strategies concerning current and future assistance programs bond issues.

KNOWLEDGE, SKILLS, & ABILITIES

Level I: 
Knowledge of governmental accounting; of financial statements and other accounting records; of credit analysis and statistical analysis; and of modern business operations. Ability is required to review and analyze financial information and documents; to evaluate revenues, expenditures and debt obligations; to communicate effectively; to organize and present facts and opinions clearly; and to establish and maintain effective working relationships with others.

Level II: 
Those identified in Level I plus demonstrated ability to review and analyze required loan documents and financial records and make appropriate recommendations.

Level III: 
Those identified in Level II plus demonstrated ability to provide assistance and constructive feedback to others regarding their duties and projects. .

Level IV: 
Those identified in Level III plus a basic understanding of Project Management techniques as well as the ability to analyze complex situations, to concisely communicate problems or opportunities identified through the analysis, and to implement procedural improvements that correct the problem or takes advantage of the opportunity.

LEVEL DESCRIPTORS

This job family has four levels which are distinguished by the complexity of work assignments, the expertise required to perform work assignments, and the responsibility assigned for supervising others.

Level I: 
This is the basic level of the job family where employees are assigned responsibility for performing routine entry level work in a training status in examining loan documents and financial records of applicants and assisting higher level analysts in completing loan analysis or research concerning financing requirements.  This includes assisting in the review of applications, identifying additional information required, completing cursory credit analysis on information submitted,  assisting in the preparation of required loan documents and reports and performing related tasks as assigned.

Level II: 
This is the career level of the job family where employees are assigned responsibility for a full range of work related to reviewing, analyzing and recommending action to take on applications for loans under the financial assistance program.  This includes reviewing all loan documentation, completing the required credit analysis and evaluation of projected revenues and expenditures, monitoring closed loans, and coordinating activities concerning bond issues and performing related tasks as assigned.  Limited responsibility may be assigned for providing assistance or training to lower level analysts.

Level III: 
This is the leadership level of the job family where employees are assigned responsibility for assessing the work of others in reviewing applications for financial assistance, providing feedback or direction and performing other related work.  In this role they will review the work of newer team members ensure completion of required tasks, evaluate work performance and perform related tasks as assigned.  Responsibilities may also include compiling documentation for financial analysis of existing and/or future bond issues, and interacting with the Board’s financial advisor, bond counsel, underwriter, insurer, rating agency, and trustee bank on financing strategies.

Level IV: 
At this level employees are responsible or the management of one-time projects and/or portfolio-wide operational processes in addition to the Level III requirements and responsibilities.  Responsibilities may also include assisting with the financial analysis of existing and/or future bond issues, and interacting with the Board's financial advisor, bond counsel, underwriter, insurer, rating agency, and trustee bank on financing strategies.

MINIMUM QUALIFICATIONS

Level I: 
Education and Experience requirements at this level consist of a bachelor’s degree in business administration, mathematics a closely related field, or an equivalent combination of education and experience, substituting one year of experience in Finance, Credit Analysis, Accounting, Project Management, Risk Management, or a closely related field for each year of the required education.

Level II: 
Education and Experience requirements at this level consist of those identified in Level I plus one year of professional experience in Finance, Credit Analysis, Accounting, Project Management, Risk Management, commercial financial statement credit analysis or a closely related field.

Level III: 
Education and Experience requirements at this level consist of those identified in Level II plus one year of professional experience in Finance, Credit Analysis, Accounting, Project Management, Risk Management, commercial financial statement credit analysis or a closely related field or a master’s degree in business administration or a closely related field and one year of professional qualifying experience; or an equivalent combination of education and experience, substituting one year of professional qualifying experience for each year of the required education.

Level IV: 
Education and Experience requirements at this level consist of those identified in Level III plus one year of professional experience in Finance, Credit Analysis, Accounting, Project Management, Risk Management.

SPECIAL REQUIREMENT

Applicants must be willing and able to fulfill all job-related travel normally associated with this position.
