Positions in this family are responsible for planning, managing, organizing, supervising, and coordinating Geographic Information Systems (GIS) functions. These individuals will be responsible for overseeing program needs and ensuring that adequate resources are available to meet the GIS needs for an agency.
The functions performed within this job family will vary by level and organization, but may include the following:
Directs and coordinates departmental or agency-wide geographic information systems (GIS) functions.
Plans, coordinates and facilitates GIS projects and activities, directing or performing related administrative fiscal functions, and integrating GIS technology throughout the agency.
Supervises assigned professional and/or technical staff engaged in tasks relating to GIS technology.
Develops or assists in the development of policies and regulations and recommends procedures to increase program effectiveness.
Provides consultation and technical assistance to other areas inside and outside of the agency, and assists the public and other customers in understanding the information presented.
Contributes spatial data to a statewide clearing house that facilitates the sharing of data, improving agency services/operations through the use of spatial technology, and providing advice on data acquisitions.
Serves as the expert on spatial technology matters and as a representative on external committees and work groups.
Creates, adopts and modifies GIS standards and procedures.
Seeks out funding sources, GIS development opportunities and data sources.
Directs GIS activities and regularly advises management on the status of projects, and the progress towards meeting all deadlines.
KNOWLEDGE, SKILLS, & ABILITIES
Level I: Knowledge, Skills and Abilities requirements at this level include knowledge of geographic information systems and their development and use in state government; of current trends in the field of GIS; of GIS software and its capabilities; and of project management. Ability is required to direct, train and evaluate personnel; to plan and manage budget information; to establish and maintain effective, professional working relationships with others; to communicate effectively both verbally and in writing; to develop and implement training programs; to analyze complex and challenging situations; and to manage multiple projects simultaneously.
Level II: Knowledge, Skills and Abilities requirements at this level consist of those identified in Level I.
The Geographic Information Systems Manager job family has four levels that are distinguished by the complexity and sophistication of work performed, the span of control of supervised personnel and the number and range of areas coordinated.
Level I: At this level employees are responsible for providing immediate supervision to GIS specialists and/or technicians. This may include the management of GIS programs operation statewide.
At this level employees are responsible for the administrative management of multiple sectional supervisors and are expected to plan, organize and direct projects for multiple sections involving statewide programs.
Level III: At this level incumbents perform various managerial duties as a principal assistant to the head of a division. Incumbents at this level will be responsible for assisting in the planning and directing of the activities of a division.
At this level incumbents are responsible for performing administrative and managerial work in the organization and direction of all operations in a division. Incumbents will coordinate all work of the division with other phases of the agency operations and appropriate federal agencies and programs. Incumbents will plan and direct activities of a division through a staff of personnel in charge of each phase of operation.
Education and Experience requirements at this level consist of a bachelor’s degree in geographic information systems (GIS), geography, geology, cartography, archaeology, anthropology, natural resources, computer science, engineering, environmental science or a closely related field and four years of professional level experience in GIS systems work; or an equivalent combination of education and experience, substituting one year of technical experience in GIS work for each year of the required education; or a master’s degree in geographic information systems (GIS), geography, geology, cartography, archaeology, anthropology, natural resources, computer science, engineering, environmental science and three years of professional level experience in GIS work.
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of professional level experience in GIS systems work in a supervisory or administrative capacity.
Education and Experience requirements at this level consist of those identified in Level II plus one year of qualifying experience in a supervisory or administrative capacity.
Education and Experience requirements at this level consist of those identified in Level III plus one additional year of qualifying experience in a supervisory or administrative capacity.
