BASIC PURPOSE

Positions in this job family are assigned responsibilities involving the determination of retirement or other benefits for eligible employees or other eligible personnel.

TYPICAL FUNCTIONS

The functions within this job family will vary by level, but may include the following:

  • Reviews and analyzes various records and other information to accurately determine retirement benefits, benefit estimates, service credit, vested benefits, withdrawals and rollovers, death benefits, refunds and other related information.
  • Applies appropriate equations and methods for determining benefits, benefit estimates, years of service, and various service and purchase credits available to members in cooperation with agency management and actuarial consultants.
  • Reviews the work of other staff to ensure that the methods for calculating benefits, benefit estimates, years of service, and appropriate service/purchase of credit are applied correctly and consistently throughout the member services section.
  • Maintains current and historical data and information on how benefits, benefit estimates, years of service, death benefits, various service and purchases of credit, and withdrawals and rollovers are determined and processed.
  • Provides timely and accurate information in person, on the telephone or in writing to all members and agencies of the system.  Verifies and reconciles contribution data submitted by member agencies.

KNOWLEDGE, SKILLS, & ABILITIES

Level I:
Knowledge of current computer software, office systems and equipment; of basic arithmetic; and of clerical accounting methods, procedures and terminology.  Ability is required to communicate effectively; and, to determine when specific laws should be applied to certain types of benefits, withdrawals and rollovers, and disbursements.

Level II:
Those identified in Level I plus knowledge of state laws, guidelines, rules and regulations relating to retirement system procedures and methods.  Ability is required to analyze appropriate records and determine authorized benefits; and to counsel members regarding various benefits and credits.

Level III:
Those identified in Level II plus ability is required to take initiative to solve problems; to resolve complex issues involving retirement benefits; and to make independent decisions in accordance with laws, rules and regulations and applying policies to difficult problems.

Level IV:
Those identified in Level III plus knowledge of supervisory methods and principles. Ability is required to supervise the work of others.

LEVEL DESCRIPTORS

The Retirement Benefit Analyst job family has four levels which are distinguished based on the extent of responsibility, level of expertise required to perform assigned duties and the responsibility for providing leadership to others.

Level I:  
This is the basic level of this job family where employees are assigned routine duties with respect to processing refunds, withdrawals and rollover requests, determining years of service, repayment of withdrawals, assisting in the preparation of member service correspondence, checking and approving enrollments, and assisting with member and retiree benefit questions and problems. Incumbents will answer general telephone calls and reply to correspondence from members and retirees regarding retirement payments and direct deposit, death benefits, survivor benefits, beneficiary changes, address changes, and processing and replacement of lost retirement warrants.

Level II:  
At this level employees are assigned responsibilities for performing a full range of duties with respect to calculating benefit estimates, new retiree benefits, and vested benefits.  Incumbents prepare appropriate correspondence and follow up on all requests and correspondence regarding benefit estimates, new retiree benefits, active death benefits, vested benefits, and purchase of service credit.  This will include responding to incoming telephone inquiries, counseling members in person, and replying to correspondence from members regarding various benefits and credits.  Incumbents process new retiree applications, requests for benefit estimates and vested benefits and ensure that member files contain the appropriate documentation in order to complete such benefits/estimates. When such information is missing, the member is notified and asked to provide it.

Level III:
This is the specialist level of this job family where employees are assigned responsibilities involving advanced level work related to calculating benefit estimates, new retiree benefits, vested benefits, transport of service and other complex retirement benefit service credit.  Incumbents prepare appropriate correspondence and follow-up on all requests and correspondence regarding benefit estimates, new retiree benefits and vested benefits.  Some responsibility may be assigned for the limited supervision of lower level employees.  Responsibilities will include complex service credit issues such as military service credit, purchased credit, etc.  Incumbents correspond with members who are in the process of retiring; audit or check the work of lower level employees; calculate the cost of transporting service; ensure that a member file contains the appropriate documentation in order to complete such benefits/estimates/service credit.  When such information is missing, the member is notified and asked to provide it.

Level IV:  
This is the leadership level of the job family where employees are assigned duties with respect to supervising those at lower levels who calculate benefit estimates, new retiree benefits, vested benefits, transport of service, retiree warrants and problems, and other complex retirement benefit service credit procedures.  Incumbents prepare appropriate correspondence and follow-up on all requests and correspondence regarding benefit estimates, and retiree questions and problems. Incumbents supervise a particular aspect of the retirement process which includes evaluation of employees under their supervision, and evaluating processes and procedures, and when needed, recommending and implementing improvements to those processes and procedures.

MINIMUM QUALIFICATIONS

Level I:  
Education and Experience requirements at this level consist of two years experience in technical bookkeeping, accounting, auditing, claims adjusting, eligibility determination or reviewing and analyzing requests for determination of retirement benefits or other related benefits; or an equivalent combination of education and experience, substituting thirty semester hours of college coursework for each year of the required experience.

Level II:
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience; or an equivalent combination of education and experience, substituting thirty semester hours of college coursework for each year of the required experience.

Level III:
Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience in reviewing and analyzing requests for determination of retirement benefits or other related benefits.

Level IV:  
Education and Experience requirements at this level consist of those identified in Level III plus two additional years of qualifying experience in reviewing and analyzing requests for determination of retirement benefits or other related benefits.
