Purpose
The Drop Off Center Supervisor manages the daily operations
of the City of Milwaukee’s Drop Off Center facilities, including allocating and
supervising staff, overseeing contracted service providers, delivering
exceptional customer service, resolving conflicts, and auditing revenue
collected from user service charges.
Essential Functions
Administrative and Customer Service
- Coordinate the removal of special waste from Drop Off Centers by various contracted service providers.
- Provide public information and educate customers on City policies and ordinances that govern the proper disposal of certain waste types.
- Resolve conflicts, complaints, and service inquiries from residents and public officials.
- Reconcile deposits and maintain reports relative to revenue generated from Drop Off Center user charges.
- Analyze usage, revenue, tonnage, and project trends.
- Analyze traffic flow and recommend and execute layout changes to enhance efficient usage of space and maintain safe traffic flow.
Supervision
- Supervise and instruct yard attendants, roll-off operators, and contracted staff on daily priorities and proper operations at the Drop Off Centers.
- Create daily work schedules and assign duties to staff.
- Coach and develop employees to support their success.
- Assist staff with customer interaction and training.
- Serve as a resource for staff and customers for complex inquiries.
Snow Duty
- Participate in snow and ice control operations during the winter season.

Conditions of Employment
The Drop Off Center Supervisor must be willing and able to:
- Respond to emergency call-outs and report within 60 minutes or fewer at any time during the day or night, any day of the week, for storm response, snow and ice control operations, and other emergencies.
- Be on-call beyond standard business hours to respond to various emergencies, including working extended hours, weekends, and holidays to accommodate snow and ice control operations.
- Withstand prolonged exposure to variable and extreme weather conditions, including rain, wind, excessive heat, intense cold, and snow.
- Climb ladders and work at elevated heights.
- Perform medium physical work, including exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
The pre-placement medical tests include:
- Physical/ lift test
- Audiogram
- Vision
- Non-DOT drug test
Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
- Four years of field or customer service experience in municipal public works, private solid waste or a closely related enterprise.
- Valid driver’s license at the time of appointment and throughout employment.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
- Bachelor’s degree in business administration, public policy, or a related field from an accredited college or university.
- Direct supervisory and/or leadership experience.
- Direct customer service experience.

Technical
- Ability to learn and effectively supervise municipal public works operations, including refuse collection, recycling systems, snow plowing, and ice control.
- Knowledge of safety regulations and safe worker practices.
- Proficiency using Microsoft Office Suite, including spreadsheets, word processing, and email.
- Ability to learn job-specific computer systems and software.
- Knowledge of basic accounting principles and skills working in spreadsheet databases.
- Ability to reconcile deposits and update the City’s financial management systems.
- Ability to read and interpret work-related documents.

- Verbal communication and presentation skills to positively represent the department to groups both large and small.
- Written communication skills to prepare clear and concise business correspondence and reports.

Current Salary
The current salary range (1EX) is $72,768-$89,460 annually, and the resident incentive salary range for City of Milwaukee residents is $75,678-$93,038 annually. Appointment will be made in accordance with the provisions of the City of Milwaukee Salary Ordinance.
In accordance with the City of Milwaukee Salary Ordinance:
- The incumbents of positions in this class, if certified by the Commissioner of Public Works as being when appropriate, regularly involved in snow and ice control operations which results in an excessive amount of overtime work, shall receive 4.8% additional biweekly salary as compensation for such overtime work.

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Promotional Examinations are not open to Milwaukee Public Schools employees or
to the public. Only current City of Milwaukee employees and civilian personnel
in MFD and MPD, hired through a City Service Commission process, who have successfully
completed a probationary period for a Civil Service position, or who have
status as a City of Milwaukee employee in a fixed-term position, will be
considered. Individuals with exempt, provisional, temporary, or emergency
appointments are not eligible for transfer.
