Introduction

Two Youth Development Coordinator positions may be filled from this recruitment: one full-time (40 hours/week), benefited position and one part-time (19 hours/week), seasonal (spring/summer), non-benefited position.
Purpose
The Youth Development Coordinator oversees the activities of
youth-related community outreach programs, projects and initiatives of the
Common Council-City Clerk’s Office, including the Milwaukee Youth Council,
Common Council internship opportunities, the Emerging Youth Achievement
Advisory Council, and youth-oriented workforce development.
Essential Functions
Outreach Coordination
- Provide leadership and support for the activities of various youth-related community outreach, workforce, mentorship, apprenticeship and engagement programs, projects and initiatives.
- Coordinate the planning and execution of related special events, conferences and summits.
- Develop and implement the department’s summer youth employment program, including scheduling activities and learning opportunities with City departments, government agencies and community stakeholders and transporting and supervising youth participants.
- Serve as a liaison between internal divisions, other City departments, government agencies, local elected officials, and community stakeholders in the establishment or enhancement of new or existing youth-related programs, projects, and initiatives that align with the strategies to address identified issues.
- Provide guidance to the Milwaukee Youth Council and act as a liaison with parents, guardians, school administrators, City departments and government agencies, local elected officials, and community stakeholders; support recruitment efforts for Milwaukee Youth.
- Advocate for youth interests within City processes, highlighting needs and perspectives to inform program development and policy discussions.
Administrative
- Create systems and metrics to document, monitor, measure and improve the effectiveness of programs and projects.
- Direct the work of temporary and part-time staff, interns and volunteers.
- Prepare reports and other written documents.
- Support budget development and assist in monitoring expenditures for youth initiatives.
- Assist in identifying and cultivating funding sources, including grant writing.

Conditions of Employment
- Must be willing to work a flexible schedule to attend evening and weekend events.
- Willingness to work throughout the City of Milwaukee.
Minimum Requirements
- Associate degree in education, public administration, community engagement, or a closely related field from an accredited college or university.
- Two years of experience working in youth-related community engagement, workforce development, education, or a closely related field.
- Valid driver's license at the time of appointment and throughout employment.
Equivalent combinations of education, training and experience may also be considered.

Technical
- Ability to lead and coordinate projects, programs, and special events.
- Knowledge of the principles and practices of community organizing and development.
- Know of the principles and methods of promoting programs and events, including handling promotions, content creation and marketing strategies for youth activities.
- Demonstrated knowledge of youth development principles.
- Ability to navigate City of Milwaukee neighborhoods and to understand their history and needs.
- Ability to learn municipal structures and operations and to apply that knowledge to youth programming and opportuinities.
- Proficiency with computers and the Microsoft Office suite.
- Ability to read, interpret, and track data and written reports.
- Ability to communicate and work effectively and respectfully with a variety of people, including adolescents, coworkers, city officials, community representatives, foreign and student delegations, and the public.
- Customer service skills to assist residents with inquiries or problems.
- Written communication skills to write clear and error-free correspondence, reports, and procedures.
- Presentation skills to effectively represent the Common Council- City Clerk’s office at outreach events, engage with the community, and give presentations to various audiences, large and small.
Organization, Professionalism and Judgment
- Ability to maintain appropriate professional boundaries and communicate with youth, parents/guardians, and staff.
- Ability to exercise sound judgment and uphold the highest ethical standards when working with minors.
- Ability to simultaneously manage multiple projects with different deadlines, audiences, and demands.
- Ability to perform well under pressure.
- Analytical and problem-solving skills to be able to analyze issues and recommend solutions.
- Ability to work independently as well as in a team environment.

Current Salary
The current salary range (Pay Range 2FX) is $62,592-$73,907 annually and the current resident incentive salary range for City of Milwaukee residents is $65,096 -$76,863 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
