By bringing a multidisciplinary team together to examine circumstances of stillbirths and infant deaths and to identify prevention measures, the Fetal Infant Mortality Review (FIMR) is a community-based process designed to improve the health and well-being of birthing persons, infants, and families.

Purpose

The FIMR Coordinator supports the Fetal and Infant Mortality Review (FIMR) program, specifically the Case Review Team (CRT) and the Community Action Team (CAT), by providing case summaries, coordinating meetings, training and evaluating the program.

As this is a grant-funded position, the role and job functions are subject to grant funding availability and grant guidelines.

Essential Functions

Data Collection, Analysis, and Reporting

  • Analyze patient files, provide summaries, and enter relevant data and case information into tracking spreadsheets or databases utilized by the Milwaukee Health Department (MHD) and the National Center for Fatality Review and Prevention (NCFRP).
  • Identify quality improvement opportunities relative to documentation and workflow in the FIMR data collection process, and investigate data documentation needs to ensure secure, accurate, and highly reliable data collection and reporting.
  • Lead the development of case summaries for case review.
  • Facilitate the Case Review Team (CRT) and Community Action Team (CAT) meetings.
  • Serve as a liaison between the FIMR program, CRT and CAT, communicating recommendations and implementation plans.

Community Engagement and Partnership Development

  • Participate in community coalitions, task forces and advisory committees.
  • Develop and maintain collaborative relationships with City of Milwaukee departments, state and federal regulatory and funding agencies, hospitals, medical providers, community-based organizations, advocacy agencies, academic institutions, and internal staff to support city-wide initiatives and the effective collection, interpretation, and analysis of infant mortality data.
  • Provide subject matter expertise to MHD projects, proposals, and undertakings connected to infant mortality, maternal morbidity and the conception to post-partum spectrum.
  • Work in collaboration with the Public Health Strategist and the MHD Epidemiologist for Maternal and Child Health reporting and FIMR report, data collection and summaries.

Conditions of Employment

  • Position requires working variable hours as dictated by departmental needs, including occasional evenings and weekends.
  • Required to carry a mobile device during working hours
  • Position requires travel to various sites throughout the City of Milwaukee.
  • May be required to respond to an emergency or a broad-impact event.
  • Pre-Employment Vaccination and Screening Requirements:
    • Annual TB Test
    • Annual Covid-19 and Influenza vaccinations
    • Pre-employment immunity verification required for MMR, Varicella, and Hepatitis B
      • If not immune, vaccination or an approved exemption is required.
      • Vaccination series only needs to be done once.

Minimum Requirements

  1. Associate Degree in Nursing, Medical Assisting or a closely related field from an accredited college.
  2. Four years of clinical experience working in Obstetrics, Pediatrics, Neonatology, and/or Perinatology, or performing work closely related to the duties of the position, including medical records review, chart review, or clinical interpretation.
  3. Ability to travel independently throughout Milwaukee, by transit, bicycle, or automobile

Equivalent combinations of education and experience may be considered; however, two years of clinical experience may not be substituted for education.

Desirable Qualifications

  • Licensed Practical Nurse (LPN), Registered Nurse (RN), or another licensed clinician, or allied health professional certification.
  • Experience in clinical data interpretation, quality assurance, documentation, and chart reviews.
  • Bachelor’s or Master’s degree in health education, public health, community health, maternal child health, social services or a related field from an accredited college or university.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of medical terminology and clinical concepts specifically related to obstetric, neonatal, and pediatric terminology.
  • Knowledge of prenatal, perinatal, and infant care documentation standards and practices.
  • Knowledge of causes and contributing factors of fetal and infant mortality.
  • Ability to interpret clinical details and identify contributing factors to fetal or infant deaths.
  • Ability to learn FIMR data elements, national standards, and reporting protocols.
  • Knowledge of and proficiency with medical records systems, health information documentation standards, and electronic health record (EHR) systems.
  • Knowledge of coding practices in health data collection.
  • Knowledge of database systems and data integrity principles.
  • Competency with Microsoft Office Suite (Excel, Word, PowerPoint) and data management software.

Interpersonal and Communication

  • Verbal communication skills for presenting findings at FIMR meetings and collaboration with multidisciplinary teams.
  • Strong written communication skills.
  • Ability to work effectively with hospital staff, public health personnel, and social services agencies.
  • Diplomacy and professionalism when handling sensitive or confidential information.
  • Exemplary cultural awareness and sensitivity.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 2IN) is $78,021-$89,460 annually and the residency incentive salary for City of Milwaukee residents is $81,142-$93,038 annually.  Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
