Introduction

Purpose
By assisting employees
and retirees with the enrollment process and in understanding their benefits,
the Benefits Services Specialist administers
the City of Milwaukee's group life insurance program.
Essential Functions
MEMBERSHIP AND ENROLLMENT SERVICES
- Process enrollment applications for new and active employees; amend benefit coverage and beneficiaries as necessary.
- Assist in the facilitation of new employee and retirement workshops.
- Educate employees and retirees on the various components of the City’s group life insurance program.
- Assist with the City’s open enrollment period, including fairs, webinars, mailings, confirmation letters and other administrative work.
ADMINISTRATION AND COORDINATION
- Maintain records and databases to ensure compliance with applicable laws.
- Assist with the preparation of reports for management, third-party administrators, the Employee Retirement System (ERS) board, and other City departments.
- Track, bill, and process payments for active employees and retirees who are billed directly for life insurance premiums.
- Generate, bill, and track payments received for the employer’s share of the premium.
- Run benefit enrollment reports for audit and verification purposes.
- Process billing and payments for other departmental purchases and expenditures.

Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.
- Associate degree in human resources, public administration, business, or a related field from an accredited college.
- Two years of progressively responsible experience in insurance or similar benefits processing.
Equivalent combinations of education and experience may be considered.

Technical
- Ability to accurately administer the benefits program, including reporting, enrollment, and tracking of data.
- Proficiency using standard computer software and programs such as Word, Excel, and databases.
- Ability to read, interpret, and apply information based upon work-related documents.
- Ability to maintain accurate and detailed records.
- Skill in proofreading documents for accuracy and for grammar, punctuation, and spelling.
Communication and Interpersonal
- Written communication skills to prepare accurate and effective written communications, including executive summaries and communications to City staff and the ERS board.
- Verbal communication and presentation skills to clearly explain technical concepts.
- Customer service skills, including the ability to be responsive and sensitive to the needs of employees.
- Ability to work and communicate effectively and positively with people whose backgrounds may differ from one’s own.

Current Salary
The current salary range (Pay Range 5JN) is $62,229-$77,296
annually, and the resident incentive salary for City of Milwaukee residents is $64,718-$80,388
annually. Appointment will be made in accordance with the provisions of
the City of Milwaukee Salary Ordinance.
Selection Process
THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Employes’ Retirement Service reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
INITIAL FILING DATE – The selection process will be held as soon as practical after the deadline listed above. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the City's needs have been met. The applicant is responsible for attending all phases of the selection process at the time and place designated by the hiring authority.
NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in the MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed-term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
