Purpose
The Transportation Mobility Coordinator oversees programs,
initiatives, and projects that aim to increase trips made by walking, biking,
transit, scooting, and other non-single-occupancy vehicle (non-SOV) modes.
Essential Functions
Program Management and Development
- Coordinate the city’s dockless scooter program, including oversight, data collection and analysis for reports.
- Serve as the City’s liaison to the Bublr bike share program and lead the strategy development to grow ridership, promote the system, and collect and analyze data for reports.
- Develop and lead educational and encouragement programs to build awareness and support for new traffic calming measures and bikeway improvements.
- Develop Transportation Demand Management (TDM) strategies to promote active modes of transportation for employers, events, and commercial corridors geared toward increasing the number of non-SOV trips.
Community Engagement, Research and Administration
- Coordinate with external partners on transit promotion and initiatives to increase connections to and ridership of buses and the streetcar.
- Engage community stakeholders in projects and programming.
- Research and prepare design guidance and policy recommendations for mobility hubs, bicycle parking, and first/last mile connections to transit.
- Research and prepare policy recommendations for technological innovations related to transportation, such as ride share, shared vehicles, and autonomous vehicles.
- Oversee curbside use innovations related to deliveries and loading, freight movement, pricing, and non-auto use of the curbside.
- Prepare and maintain records, reports, and files pertaining to grants.

Minimum Requirements
- Bachelor’s degree in urban or regional planning, transportation engineering, urban studies, business administration or a related field from an accredited college or university.
- Two years of professional experience in program coordination related to transportation, such as shared mobility management, transportation planning, TDM work, or transportation innovation and technology.
- Certification in Wisconsin Department of Transportation (WisDOT) Sponsor’s Guide to Non-traditional Transportation Project Implementation within one year of appointment and throughout employment.
- Ability to travel independently around the City of Milwaukee by public transportation, walking, biking, or driving.
Equivalent combinations of education and experience may be considered.

Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of transportation planning and design, urban planning principles and practices, and mobility improvements.
- Ability to read, interpret and apply complex technical publications, plans and job-related materials, including guides from the National Association of City Transportation Officials (NACTO), the Federal Highway Administration (FHWA), the Manual on Uniform Traffic Control Devices (MUTCD), the Americans with Disabilities Act (ADA) Standards, governmental regulations and City ordinances.
- Knowledge of public administration principles, capital and operating budgets, and grant processes.
- Knowledge of national and international best practices relative to innovative transportation planning, programs, and policies that support safe streets, shared mobility, walking, biking, and transit use.
- Skill in using graphic design software programs such as Adobe Suite and geographic information systems (GIS).
- Ability to utilize Microsoft Office software to prepare written reports, organize public education programs, and prepare presentations.
- Knowledge of traditional and social media communication platforms.
- Skill in analysis and manipulation of data and information.
- Ability to use spreadsheet, database, project management and word processing software to develop reports, business correspondence and summary data.
- Ability to gather and interpret data and respond to data requests.
- Ability to create visual aids based upon statistics for presentations and marketing materials.
Project Management and Oversight
- Knowledge of leadership principles and best practices.
- Knowledge of team management principles and practices.
- Ability to monitor work activities, assign duties, outline work methods, direct work in progress and check or inspect completed work.

- Strong collaboration skills for building, developing, and maintaining effective working relationships with internal and external stakeholders.

- Ability to identify, build, and maintain effective working relationships with the public, elected officials, community groups, coworkers, and management.

- Ability to work cooperatively and effectively with coworkers and clients whose backgrounds may differ from one’s own.
- Public relations skills, including the ability to positively engage with the public and answer questions from residents, the media, and stakeholders.

Current Salary
The current salary range (2MN) is $94,758-$115,501
annually, and the resident incentive salary for City of Milwaukee residents
is $98,548-$120,121 annually. Appointment above the minimum is
possible based upon level of experience and other qualifications and is subject
to approval.
An employee holding an American Institute of Certified
Planners (AICP) certification is to be paid an additional 3%.

Selection Process
THE SELECTION PROCESS will be job-related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test, a structured interview, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
