Purpose

Under the direction of the Water Works Human Resources Administrator, the Human Resources Representative provides a wide range of professional human resources services relating to workforce development, hiring, training and development, staff retention, and employee separations for the Milwaukee Water Works (MWW).

Essential Functions

Recruitment and Hiring

  • Prepare and update job descriptions.
  • Prepare and/or review job announcement bulletins.
  • Assist with recruitment initiatives.
  • Coordinate and attend hiring events, including job fairs throughout the City.
  • Monitor job requisitions, promotion and transfer requests and reclassification requests.
  • Serve as a liaison between hiring managers and the Department of Employee Relations (DER) during recruitment.
  • Conduct general new employee orientation sessions in conjunction with workgroup-specific orientation.
  • Notify candidates who are not extended job offers following the interview process.

Training and Development

  • Develop and maintain a comprehensive training database for all MWW positions.
  • Work with hiring managers and new employees to establish initial training goals and agenda.
  • Coordinate and schedule training sessions for Sections.
  • Monitor successful completion of required and elective training, including safety and other training required regularly.
  • Identify additional training opportunities and resources that may be appropriate for MWW employees.

Employee Assistance

  • Provide information and resources to employees with issues related to employment.
  • Assist hiring managers and supervisors with issues related to City Service Commission (CSC) Rules, City policies and procedures, DPW and MWW work rules, forms and employment law.

Workforce Planning

  • Assist with conducting stay and exit interviews and analyzing the resulting data and information.
  • Maintain a roster of departmental positions, including tracking vacant positions, reviewing changes to the Positions Ordinance, and assisting with updating the annual position budget document.
  • Create and maintain guides and standard operating procedures for personnel-related processes.
  • Produce staff reports and gather employee and job data for annual reports, benchmarking surveys and upon request.

Employee Leave and Accommodations

  • Communicate policy and procedural updates to managers regarding the Family and Medical Leave Act (FMLA), Americans with Disability Act as Amended (ADAAA) accommodations and other types of leave.
  • Monitor injury and worker’s compensation absences, following up with regard to medical updates and anticipated return to work dates.

Minimum Requirements

  1. Bachelor’s degree in human resources management, industrial relations, psychology, business administration, public administration or a related field from an accredited college or university.
  2. Three years of progressively responsible human resources experience, including screening and interviewing candidates, applying employment laws and regulations, administering leave programs, providing training and development, performing data analysis and writing related reports.
  3. Valid driver’s license at the time of appointment and throughout employment.  

Equivalent combinations of education and professional experience will be considered.

  • Knowledge of the principles and practices of human resource administration.
  • Ability to learn and apply job analysis methods and to perform related research.
  • Ability to perform accurate data entry and mathematical calculations relating to pay and budget.
  • Ability to read, understand, interpret and apply job-related materials such as laws, civil service rules and policies.
  • Ability to develop and execute recruitment plans and strategies.
  • Ability to analyze data/metrics and identify trends.
  • Knowledge of all grammatical and punctuation conventions.
  • Ability to learn and effectively utilize the applicant tracking and employee data systems, such as JobAps and PeopleSoft Human Capital Management (HCM) to produce reports and retrieve data.
  • Proficiency using standard computer programs such as Microsoft Word, Excel and PowerPoint.

  • Ability to use tact and diplomacy when interacting with the public, elected officials, and City employees. 
  • Ability to work cooperatively and effectively with individuals whose backgrounds may differ from one’s own.
  • Ability to gain others’ support for ideas, proposals, projects and solutions.
  • Skill in identifying information needed to clarify a situation, seeking the information from appropriate sources, and using skillful questioning to draw out the information when others are reluctant to disclose it.   

Current Salary

The current salary range (PR 2KX) is $77,551-$98,704 annually, and the resident incentive salary for City of Milwaukee residents is $79,877-$101,665 annually. Appointment above the minimum is possible based upon level of experience and other qualifications, and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
