Purpose

The Building Construction Inspection Supervisor provides strategic oversight of inspection functions, including those related to building construction, boilers, heating, ventilation, and air conditioning (HVAC), mechanical refrigeration, anhydrous ammonia, and hazardous chemical and liquid storage tanks.

Essential Functions

Strategy and Planning

  • Coordinate and supervise construction, boiler, HVAC, and hazardous inspection services.
  • Establish guidelines, training, and standard operating procedures for construction inspection and boiler inspection sections.
  • Maintain partnerships with City departments, state and federal agencies and community organizations.

 Management

  • Promote a collaborative team environment; motivate employees to continuously improve their technical and customer service skills.  Coach and counsel employees.
  • Perform inspector evaluations and periodic performance reviews.
  • Evaluate and adjust the inspector and district workload. 
  • Review permits, records and other documents for completeness, accuracy, and compliance with the Department of Neighborhood Services (DNS’s) policies.        

 Customer Service and Compliance

  • Provide in-person and telephone assistance to customers.        
  • Provide code interpretation for internal and external customers.         
  • Represent the DNS at governmental forums, community meetings, the Standards and Appeals Commission and Municipal Court.
  • Perform field inspections and review plans to verify the quality of work and troubleshoot technically complex building code and construction inspections.

Conditions of Employment

The Building Construction Inspector Supervisor must be willing and able to do the following:

  • Follow a uniform dress code prescribed by the department.
  • Perform inspection services requiring moderate physical exertion, including stooping and bending, walking distances, climbing ladders and stairs, and exerting up to 10 lbs. of force occasionally.
  • Work outdoors in variable weather and environmental conditions as well as tolerate noise and exposure to airborne contaminants. 
  • Work beyond standard business hours to meet departmental needs, including evenings and weekends as required.
  • Carry a work-issued cell phone, laptop, and iPad.

Minimum Requirements

 1. Bachelor’s Degree in engineering, architecture, construction management or a closely related field.

 2. Three years of experience as a project manager, engineer, or architect involved in the inspection, design, construction or plan review of buildings.

Equivalent combinations of education and experience may also be considered.

  3. The following certifications are required at the time of appointment and throughout employment:

                a. State of Wisconsin Commercial Building Inspector Certification.  

                b. State of Wisconsin Uniform Code Dwelling Construction Inspector Certification.  

                c. State of Wisconsin Uniform Dwelling Code Heating, Ventilation, and Air Conditioning Inspector Certification.  

 4. Valid driver’s license and the availability of a properly registered and insured personal automobile for use on the job, at the time of appointment, and throughout employment. Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of the State of Wisconsin Commercial Building Code, International Fire Code and Uniform Dwelling Code.
  • Ability to interpret building and zoning codes.
  • Ability to learn and interpret the Milwaukee Code of Ordinances.      
  • Knowledge of construction technology. 
  • Knowledge of building engineering principles.         
  • Knowledge of real estate law.         
  • Knowledge of the Department of Natural Resources conservation practices and standards.         
  • Knowledge of zoning administration and code enforcement.         
  • Ability to inspect residential and commercial properties for compliance with the adopted codes and referenced standards.       
  • Ability to review construction plans and documents for compliance with the adopted codes and referenced standards.        
  • Ability to use computer programs such as Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to read and interpret work-related documents such as building and zoning codes and standards.     
  • Ability to develop presentations using Microsoft PowerPoint.

Current Salary

The current salary range (PR 1KX) is $111,924-$127,413 annually, and the current resident incentive salary range for City of Milwaukee residents is $115,281-$131,235 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations.
