Purpose

The Continuum of Care (COC) specialist provides dedicated support and coordination efforts to the CoC Leadership Committee, Board of Directors, and the CoC full Body membership. For more information visit: Milwaukee Coalition on Housing and Homelessness

Essential Functions

Communications and Public Engagement

  • Develop and maintain the CoC website, ensuring up-to-date content, resources, and event listings.
  • Coordinate any Community and Neighborhood Engagement activities.
  • Create and distribute a quarterly newsletter to stakeholders, highlighting CoC initiatives and success stories.
  • Manage social media presence to increase community engagement and awareness of homelessness response efforts.

Meeting and Committee Coordination

  • Serve as the lead organizer and facilitator of the Full Body Membership Committee.
  • Coordinate Board meetings, including scheduling, agenda preparation, minutes, and follow-up actions.
  • Support CoC-wide committees (e.g., Coordinated Entry, Homeless Management Information System Policy) by facilitating meetings, tracking deliverables, and ensuring member participation.
  • Act as a liaison between the CoC leadership, committees, and community partners.
  • Maintain calendar to schedule all meetings.

Policy and Document Management

  • Maintain and update system-wide CoC policies, CoC written standards, and the CoC Governance Charter.
  • Maintain and file all CoC documents in the City’s internal file storage system.

Funding and Strategic Planning Support

  • Assist and support in writing the annual CoC Notice of Funding Opportunity (NOFO) application.
  • Assist in organizing CoC NOFO planning meetings for the annual NOFO application.
  • Develop detailed project plans, including timelines, budgets, and resource allocation.
  • Track project milestones, manage risks, and regularly report progress to CoC Leadership and collaborators

Minimum Requirements

  1. Bachelor's degree in public administration, marketing, business administration, urban planning, liberal arts or a closely related field from an accredited college or university.
  2. Valid driver’s license at the time of appointment and throughout employment.  Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Knowledge of HUD CoC Program requirements and homelessness response systems.
  • Experience crafting professional public facing communications (examples include social media posts, newsletters).
  • Website management experience.

Technical

  • Knowledge of governmental policies, procedures, and regulations.
  • Ability to coordinate and provide staff support to a community development committee.
  • Ability to read and interpret complex job-related documents.
  • Ability to utilize related computer software programs, including all Microsoft Office applications.
  • Ability to stay current with evolving technology changes necessary to perform web-based duties.
  • Ability to take decisive action to ensure that files, minutes and reports are accurately maintained.
  • Strong organizational skills to manage multiple initiatives simultaneously, while effectively coordinating with cross-functional teams such as marketing, design, and leadership.
  • Skilled in developing communication plans that align with organizational goals, including branding, community relations, and crisis communication strategies.

  • Ability to craft clear, concise, and compelling messages tailored to different audiences and platforms (e.g., press releases, social media, internal communications, website management, and newsletter creation).
  • Ability to develop engaging and respectful narratives/content across formats such as articles, videos, graphics. Strong community collaborator and relationship builder.
  • Ability to work collaboratively with diverse stakeholders, including nonprofits, government agencies, and people with lived experience.

Current Salary

The current salary range (2GX) is $66,992- $76,474 annually, and the resident incentive salary range for City of Milwaukee residents is $69,002 - $78,768Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
