Purpose

Under the supervision of the Business Finance Manager and the Human Resources Administrator, the Business Services Specialist supports financial and personnel operations for the Office of the City Attorney. 

The vacancy will be filled at the level that best meets the department's needs. Successful candidates may be considered for the highest level for which they qualify. Candidates appointed to the Office Assistant-IV level must serve a probationary period in that title and will underfill in the Business Services Specialist title until the minimum qualifications are met and performance objectives are achieved.

Essential Functions

Financial Tracking and Transactions

  • Process vouchers through the city’s accounting system.
  • Perform financial tracking and forecasting by updating and maintaining spreadsheets and reports (e.g., accounts receivable and operating expenditures).
  • Maintain inventory of office supplies and order office supplies.
  • Monitor Procurement Card Program (Procard) access and payment processing.
  • Process interdepartmental requisitions and invoices (IRIs).
  • Maintain a record of accounts receivable deposits.
  • Process vouchers through the city’s accounting system.

Personnel Operations
  • Establish new employees in the Human Resource Management System (HRMS), calculate and enter benefit service dates, salary increments, promotions, demotions, address changes, and leaves of absence.
  • Maintain employee personnel records in the HRMS.
  • Approve and edit time entries. Verify the accuracy of payroll reports, including the calculation of time owed and time allowed.
  • Administer Sick Leave Control Incentive Program (SLCIP) payments; answer payroll practice inquiries and resolve discrepancies; prepare and enter pay adjustments;
  • Consult the Department of Employee Relations (DER) on unusual payroll issues.
  • Track and assist in the administration of the Family Medical Leave Administration (FMLA), including hours of eligibility and hours used.
  • Process employee separations, including retirements, resignations, layoffs, and transfers; make related payments.
  • Complete requests for wage information for Workers’ Compensation and/or Unemployment Insurance claims.
  • Maintain and update employee compensatory time balances.
  • Assist in query searches, calculation requests, and personnel information research (e.g., work history, salary, and/or benefit information).

Minimum Requirements

Both Titles:

1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed-term position.

Office Assistant IV:
2. Two years of progressively responsible administrative support experience in an office setting performing duties related to this position.

Business Services Specialist:
2. A bachelor’s degree in business or public administration, accounting or a related field from an accredited college or university OR four years of progressively responsible accounting or payroll experience.

Equivalent combinations of education and experience may be considered as well.

Technical

  • Ability to learn and apply governmental accounting, payroll and budgeting principles and practices.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Ability to read and interpret complex, job-related documents.
  • Ability to utilize related computer software programs, including Word, Excel, Financial Management (FMIS), and PeopleSoft (HRMS).
  • Skilled in using Microsoft Windows and Microsoft Office to create documents, maintain databases, and prepare reports.
  • Accurate data entry skills with great attention to detail.

  • Verbal communication skills to share information and respond to questions.

Current Salary

Office Assistant IV (Pay Range 6KN)

The current salary range is $49,399 to $58,914 annually, and the resident incentive salary range for City of Milwaukee residents is $50,881 to $60,681 annually. 

Business Services Specialist (Pay Range 2FN)

The current salary range is $63,860 to $71,754 annually, and the resident incentive salary range for City of Milwaukee residents is $65,776 to $73,907 annually. 

Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Office of the City Attorney reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed-term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
