Purpose

The Associate Auditor conducts detailed reviews of City departments' operations, including evaluating the efficiency and effectiveness of internal controls and compliance with applicable laws, regulations, management policies, and standard accounting practices. Audits are a significant part of the City’s internal financial and management control.

Essential Functions

Auditing and Process Improvement:

  • Perform audit procedures, including walkthroughs, interviews, test procedures, control and risk assessments, onsite reviews, document and transaction examinations, and process inquiry and analysis.
  • Assist with preliminary research, planning, scope and objective development related to internal audits.
  • Identify and recommend enhancements to the audit process and products for greater efficiency and effectiveness.
  • Assist with administrative tasks, including the Fraud Hotline operations and audit finding follow-up.
  • Participate in audit team and auditee meetings.

Reporting:

  • Prepare orderly, logical workpapers that document and support the audit work and its findings and recommendations.
  • Assist in detailed reporting development.
  • Assist in presentation preparation for senior management and Common Council Committees.

Conditions of Employment

The Associate Auditor must be willing and able to:

  • Meet continuing professional education (CPE) requirements of auditing standards and certifications, including 20 CPE hours annually, 80 CPE hours bi-annually with a minimum of 24 CPE hours bi-annually related to Government to comply with the U.S. Government Accountability Office (GAO) Yellow Book requirements.

Minimum Requirements

  1. Bachelor’s degree from an accredited college or university in accounting, business administration, economics, finance, public administration, urban planning or a related field.

Note: Students with an anticipated college graduation date of May 2025 may participate in the selection process, but may not be hired until the related degree has been completed.

 Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Working towards, or certification as a CIA, CPA, Certified Government Auditing Professional (CGAP), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), or related.

Knowledge, Skills, Abilities & Other Characteristics

Technical:

  • Knowledge of accounting and auditing principals, procedures, standards, and practices.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Ability to learn and apply the City’s auditing processes and procedures effectively.
  • Ability to understand a business operation, follow established procedures, and review for deficiencies through an audit.
  • Ability to evaluate risk and develop audit findings and recommendations for improvement.
  • Ability to conduct research, perform data collection and analysis, make recommendations for corrective action, and produce reports.
  • Proficiency in using standard computer software and programs such as word processing, spreadsheet, and financial software systems and databases.

Communication and Interpersonal:

  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Verbal communication skills to share information and respond to questions clearly.
  • Ability to work independently and function as part of a team.
  • Ability to maintain effective working relationships with fellow staff, management, contractors, consultants, elected officials, other City staff, community partners, and outside agencies.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.

Judgment and Professionalism:

  • Ability to think critically and analytically.
  • Ability to handle confidential information with discretion and good judgment.
  • Ability to plan and prioritize responsibilities to meet deadlines and adjust priorities as necessary with limited supervision.

Current Salary

The current salary range (Pay Range 2IX) is $68,244-86,854 annually, and the resident incentive salary range for City of Milwaukee residents is $70,292-$89,460 annually. Appointment above the minimum is possible based upon experience level and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
