Purpose

The Fleet Operations and Training Supervisor develops, administers and supervises the training program of 600 drivers for 50 different types of equipment.

Essential Functions

Supervision and Training

  • Document all training topics, sessions, attendees and evaluations.
  • Administer fleet training programs for over 600 drivers per year.
  • Train and supervise Driver Instructors that hold classes for drivers/operators.
  • Administer Commercial Driver License (CDL) 3rd Party Examiner Testing.
  • Maintain training documentation and records for all training and certified training programs, including CDL, Occupational Safety and Health Administration (OSHA) Forklift, Asbestos Licenses and Special Equipment.
  • Provide development and supervision of enhanced Pre-Trip Inspection Programs for DPW operators/drivers to ensure industry and departmental standards are being upheld, to protect the condition of the fleet and to ensure equipment is safe to operate.
  • Conduct and oversee spot check inspections of equipment and operators.
  • Supervise and direct Driver Training Instructors’ performance and personnel functions.
  • Coordinate driver and operator training, including snow plow training.

Administration

  • Communicate with management on the status of driver ratings.
  • Institute, administer, and ensure the federally mandated entry level driver training (ELDT) program is followed with all newly hired laborers and operators.
  • Develop Standard Operating Procedures (SOPs) for existing, new, or updated equipment.
  • Administer CDL Drug and Alcohol Testing Program for fleet services CDL employees, pursuant to the Department of Transportation’s (DMV)’s requirements.
  • Manage the Accident Investigation Program for all fleet-related accidents. Investigate accidents for liability, oversee remedial driver training on fleet equipment.
  • Represent the Department of Public Works (DPW) at the Legislative and Judicial Committee relative to accident claims.
  • Coordinate with the DPW Safety Division and administer safety inspections for all departments.
  • Develop SOPs and forms to support and ensure industry and equipment specified preventative maintenance routines are conducted.

Snow and Emergency Operations

  • Participate in the snow and ice control operation as part of the dispatch unit.
  • Take part in the on-call schedule to conduct rapid and accurate call-out of drivers and match assignments with trucks for emergency snow and ice control responses.
  • Supervise the dispatch office staff to ensure responsiveness for call-out equipment, break-downs, and replacement equipment for dispensing salt.
  • Coordinate specialty work and operators with correct equipment and train staff to meet the needs of the City, including DPW-Forestry nursery tree harvesting, demolition crews and emergency projects.

Conditions of Employment

  • Must work variable and extended hours to meet the City’s needs during weather-related events and other emergencies that may include evenings, weekends, and holidays.
  • Must perform medium physical activity exerting up to 50 pounds of force occasionally and/or up to 10 pounds of force frequently to move objects.
  • Must be able to withstand prolonged exposure to variable and extreme weather conditions including rain, wind, excessive heat, intense cold and snow.
  • Must be able to perform tasks that require manual dexterity and coordination.
  • Must wear and use personal protective equipment (PPE) standard to perform equipment repair and maintenance, including common and specialized safety equipment (i.e., shoes, gloves, glasses, hearing protection, safety vest, and reflective clothing).
  • NOTE: By law, persons in these positions are required to pass a pre-employment drug test and are subject to random drug and alcohol testing during the course of employment. Candidates must sign a release authorizing the City to receive the results of any drug and alcohol tests conducted by previous employers during the past two years if those tests were required by the U.S. Department of Transportation.

Minimum Requirements

1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.

2. Five years of experience operating equipment used by the City of Milwaukee, including one year of experience training others on the use of related equipment or performing lead worker duties.

3. Valid State of Wisconsin Driver’s License at the time of appointment and throughout employment

4. A Valid CDL (Class A) without the Air Brakes restriction within six months of appointment and throughout employment.

5. Good driving record at the time of appointment and throughout employment.

6. State of Wisconsin Asbestos Instructor Certification within six months of appointment

Equivalent combinations of education and experience will be considered.

Desirable Qualifications

  • Experience developing training materials.
  • Supervisory or lead worker experience.
  • Tanker and Hazmat CDL endorsements.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of types, uses and operation of various trucks and heavy equipment.
  • Knowledge of current training methods and training program development.
  • Proficient in the use of word-processing, spreadsheet, and database software
  • Ability to learn and use the hardware and software tools utilized by the Fleet Services section.
  • Mechanical aptitude and understanding of new equipment maintenance and repair.
  • Skill in operating equipment used by the City of Milwaukee, including by not limited to refuse packers, dump trucks, and forestry equipment.

Communication, Customer Service, and Interpersonal

  • Written communication skills, including the ability to prepare clear and concise correspondence and reports.
  • Ability to collaborate effectively with other City managers, fellow staff, direct reports, and outside parties.

Current Salary

The current salary range (Pay Range 1FX) is $76,500-$92,612 annually, and the resident incentive salary range is $78,795-$95,390 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

  • The incumbents of positions in this class, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, to receive 4.8% additional biweekly salary as compensation for such overtime work.

The Department of Public Works reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
