Purpose

Under the direction of the Health Strategy Director, the Community Outreach Specialist conducts maternal/parental and next of kin interviews and provides summaries of findings, in accordance with the Fetal and Infant Mortality Review (FIMR) and Overdose Fatality Review (OFR) team guidelines.

Essential Functions

FIMR Family/OFR Next of Kin Interviewer
  • Provide initial contact, interview process description, and set up arrangements to conduct an interview if there is agreement.
  • Conduct interviews after fetal or infant loss or fatal overdose/drug-related death one-on-one with family members, significant others, or other impacted persons.
  • Gather case information; maintain links with social service agencies and other service providers.
  • Assist with the development and improvement of the maternal/parental and OFR Next of Kin interview processes to evaluate the accuracy of the assessments and tools, the structure of the interview environment and to aid in the provision of resources to families and/or impacted persons.
FIMR/OFR Presentations and Reports
  • Assist in the development of case summaries for case review; participate in case review team meetings.
  • Present summary of findings to the FIMR and OFR teams. 
  • Assist in the preparation of FIMR/OFR programmatic data for reports, presentations, or other formats to share with partners and community members, including the Overdose Public Health and Safety Team (OD-PHAST).
Community Collaboration
  • Conduct community outreach at various locations, including community-based organizations, MHD Health Centers, and community events.  
  • Participate in community coalitions, task forces, and advisory committees that affect FIMR and OFR, as determined by the FIMR and OFR Program Coordinators.
  • Identify, support, and maintain primary partners to address and evaluate infant mortality, overdose data, and MHD services.
  • Provide professional expertise for related MHD projects, proposals, and undertakings.

Conditions of Employment

  • Standard work hours are 8:00 a.m.-4:45 p.m. Monday through Friday; occasional weekend and evening hours may be required.
  • Must travel between MHD and other community-based sites and/or work at multiple locations.
  • Travel outside the City of Milwaukee for job related training, presentations and conferences; occasional overnight travel may be required.
  • May be required to carry a mobile device during business hours

Minimum Requirements

  1. Four years of experience in a community agency, health provider or similar setting performing home visiting, community outreach, case findings or conducting interviews with members of the community. 
  2. Valid driver's license at time of appointment and throughout employment; availability of a properly insured automobile for use on the job at time of appointment and throughout employment. (Private Auto Allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.)

Equivalent combinations of education and experience may also be considered however, two years of the experience listed in #1 above is required and may not be substituted with education.

Desirable Qualifications

  • Ability to provide interpretation in Spanish, Hmong or another language.
  • A bachelor’s degree in communications, psychology, human services, sociology, social work, or related field from an accredited college or university.

Knowledge, Skills, Abilities & Other Characteristics

Technical
  • Ability to learn the principles of the Fetal and Infant Mortality Review (FIMR) and Overdose Fatality Review (OFR) programs and become proficient in the subject matter.  
  • Computer skills to use the Microsoft Office Suite and the internet efficiently.  
  • Ability to read, analyze, and interpret work related documents.
  • Ability to maintain current knowledge of evidence-based programmatic tools and best practices.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Ability to use online healthcare portals and applicable databases. 
  • Ability to use recording devices and software.
Communication and Interpersonal
  • Ability to conduct interviews that are emotionally sensitive.
  • Ability to write routine reports and business correspondence.
  • Verbal communication and presentation skills to represent the program effectively and to perform programmatic interviews.
  • Ability to effectively communicate with individuals of diverse backgrounds.
  • Ability to perform cold-call outreach.
  • Ability to build and maintain collaborative working relationships with a multi-cultural and multi-disciplinary staff, the public, city officials and outside agencies.
  • Ability to present information, speak effectively, and respond to questions from groups of internal employees, subject matter experts, and the general public.  
  • Ability to provide services in a culturally sensitive manner.
Reasoning and Professionalism
  • Ability to carry out instructions furnished in written, verbal, or diagram form. 
  • Honesty, integrity and the ability to maintain confidentiality.  
  • Ability to deal with problems involving several concrete variables in standardized form.

Current Salary

The current salary range (2EN) is $56,291-$67,309 annually, and the resident incentive salary for City of Milwaukee residents is $57,979-$69,328 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
