Purpose
Under the
general direction of the License Coordinator, the License Specialist I
processes applications and permits in accordance with State statutes, City
ordinances and departmental procedures.
Essential Functions
License Application Processing and Related Administrative Services
- Process license applications, permits, fees, and related reports from other City Departments.
- Enter information into the license system (LIRA) and update hard copy records.
- Prepare license agendas for Common Council committees and grant lists for Council action.
- Compose and initiate routine and non-routine correspondence and memoranda for the signatures of supervisors and managers.
- Process daily credit card payments.
- Notarize license applications and other required forms.
- Respond to questions from applicants and employees regarding licenses and permits, including required information and documents, the process for approving or denying a license, fees, required standards for granting a license, and deadlines.
- Communicate effectively with a wide range of individuals, including elected officials, license applicants, the general public, coworkers, employees from other City departments, and business representatives.

Minimum Requirements
- Four years of progressively responsible office support experience, including two years of high intensity customer contact in person or via telephone (i.e. receiving and/or resolving complaints, problem solving, or substantial responsibility for receiving and/or giving information).
- Certification as a Wisconsin Notary Public within three months of appointment and throughout employment.
Equivalent combinations of education and experience may also
be considered.

Desirable Qualifications
- Current certification as a Wisconsin Notary Public.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of administrative and clerical procedures and systems.
- Ability to read, understand, and apply policies, procedures, and laws relating to licensing activities.
- Ability to use standard computer software and programs, such as word processing, spreadsheet, and database, including navigating through multiple software applications while performing other duties.
- Knowledge of principles and processes for providing customer service, such as assessing customers’ needs, meeting quality standards, and evaluating customer satisfaction.
- Ability to establish and maintain effective relationships with the general public, departmental personnel, and elected officials.
- Ability to consistently handle a high volume of customer inquiries (in person and by phone) and other interactions on a daily basis, while remaining composed, diplomatic, and positive.
- Ability to exercise tact and diplomacy.
- Cultural awareness and sensitivity; ability to work cooperatively, effectively, and fairly with coworkers and residents whose backgrounds may differ from one’s own.
- Ability to work effectively in a diverse, team-oriented environment.
- Ability to establish and maintain effective working relationships with individuals at all levels within and outside of the organization.
- Written and verbal communication skills, including the ability to write clear and concise business correspondence and reports.
- Ability to work independently and reliably under general supervision.
- Ability to work effectively under pressure and respond with a sense of urgency when issues emerge requiring immediate attention.
- Ability to exercise sound judgment as well as decision-making skills.
- Ability to meet deadlines, manage multiple assignments, and shift priorities frequently.
