There are two current Community Health Administrative Specialist 1 vacancies within the Milwaukee Health Department (MHD):
- Community Health Administrative Specialist 1: Empowering Families of Milwaukee (EFM), Direct Assistance to Dads (DAD) Project, and MHD Central Intake
- Community Health Administrative Specialist 1: MHD Southside Health Center Programs and MHD Central Intake
Purpose
As part of the Family and Community Health
(FCH) Branch, the Community Health Administrative Specialist 1 provides direct
support and customer service for various family and community health programs.
The FCH Branch facilitates several programs that provide home visiting, health
access, nutrition, health education, pre/post-natal and community outreach
services which target families impacted by high infant mortality, health, social
and economic disparities.
Essential Functions
Community Health Administrative
Specialist 1: Empowering Families of Milwaukee (EFM), Direct Assistance to Dads
(DAD) Project, and MHD Central Intake
PROGRAM TRACKING
- Track and complete Prenatal Care Coordination (PNCC) and Child Care Coordination (CCC) billing, including monitoring the Medicaid status of enrolled and PNCC/CCC occurrences; provide home visitors with a monthly status update.
Community Health Administrative Specialist 1: MHD Southside
Health Center Programs and MHD Central Intake
PROJECT MANAGEMENT
- Serve as the point person for community events; document and report event requests for leadership review.
BOTH POSITIONS:
CUSTOMER SERVICE
- As one of the first customer contacts, greet clients and provide intake services.
- Answer telephones, direct calls, and take messages, utilizing interpretation services when needed to communicate with individuals with limited English proficiency.
- Provide excellent customer service to internal and external customers by responding to inquiries and explaining departmental policies and procedures.
ADMINISTRATIVE AND CLERICAL SUPPORT
- Assist with coordinating virtual and in-person meetings and interviews.
- Record detailed notes during monthly team meetings.
- Support management with medical records requests and ensure timely response to requestor.
- Under the direction of program leadership, prepare and distribute meeting minutes, reports, memos, and other correspondence
- Provide backup coverage for and train new administrative and support staff.
- Assist with special projects such as distribution of supplies for families, community event coordination, and FCH employee engagement events.
DATA ENTRY AND TRACKING
- Track and facilitate the documentation and distribution of program gift cards and other collaborative incentives and resources.
- Manage and track home visitation referrals.
- Support FCH program managers with departmental purchases and financial tracking as assigned.
- Receive, maintain, and distribute confidential client information following Health Insurance Portability and Accountability Act (HIPAA) guidelines.
- Enter data into program databases and spreadsheets.
- Track enrolled and closed clients, ensuring that completed physical charts are filed and stored following MHD and City policies related to record retention.
MAIL AND INVENTORY PROCESSING
- Receive, sort, and distribute mail and other correspondence.
- Assist in program-wide mailings, including printing, labeling, and postage.
- Track, organize, and maintain an inventory of relevant program supplies, forms, and educational materials.

Conditions of Employment
Both of the Community Health Administrative Specialists must
be willing and able to do the following:
- Safely lift infants and small children onto scales (up to 25 lbs).
- Report to any of the City of Milwaukee clinic locations as assigned. Assignments may be made on short notice to provide staff coverage during unexpected absences or emergency situations.
- Work beyond business hours on occasion to meet departmental needs.
- Must wear industry related personal protective equipment (PPE) such as gloves, facemask, or face shield, as designated by department.
- Respond to an emergency or broad impact event.
The pre-placement medical requirements for this position
include the following:
- Tuberculosis (TB) test (annually throughout employment)
- Hepatitis B vaccination
- COVID-19 vaccination confirmation
- Measles, Mumps, and Rubella (MMR) vaccination
- Varicella vaccination
Minimum Requirements
Both Positions
- Three years of full-time equivalent experience performing administrative support duties closely related to the above functions, including serving customers, using computers to enter data and prepare documents, and organizing files.
Equivalent combinations of education and experience may also
be considered.

Desirable Qualifications
- Associate degree or higher in business, communications, healthcare, or a related field.
- Ability to provide interpretation in Spanish, Hmong, or another language.
- Prior knowledge of public health programs.
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
- Knowledge of best practices for providing administrative support.
- Knowledge of the principles and practices of providing customer service.
- Intermediate-level proficiency using standard office software, including word processing, databases, spreadsheets, email, and calendars.
- Ability to learn and effectively use proprietary software.
- Ability to add, subtract, multiply, and divide using whole numbers, fractions, and decimals; ability to calculate proportions and percentages.
- Ability to interpret work-related documents and carry out instructions.

- Ability to provide excellent customer service to people from all socioeconomic, educational, and cultural backgrounds.
- Ability to speak clearly, effectively present information, and respond to questions from various stakeholders.
- Ability to read and write routine reports, professional correspondences, and procedures.

Current Salary
Both Positions
The current salary range (Pay Range 5IN) is $57,620-$72,025 annually, and the current resident incentive salary range for City of Milwaukee residents is $59,348-$74,186 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be determined
by further analysis of the job.
