The Department of Employee Relations currently has two vacancies in this title.

Purpose

The Human Resource Information Systems (HRIS) Auditor ensures the accurate processing of payroll and personnel transactions Citywide and serves as a resource to Citywide departmental payroll and Human Resources staff.

Essential Functions

HRIS Transaction Auditing

  • Audit data required for the proper operation of the City’s Human Capital Management System (HCM), ensuring the timely and accurate processing of payroll, personnel, and benefits transactions.
  • Audit complex pay and personnel HRIS transactions (500-1000 per pay period; with outliers at 2000+ per pay period)
  • Verify and reconcile records in accordance with the City Service Commission/Fire and Police Commission Rules, city ordinances, Department of Employee Relations (DER) and Comptroller payroll procedures, personnel action forms, labor agreements, and the Fair Labor Standards Act.
  • Request entries or corrections to existing entries, ensuring HRIS data is accurate, reliable, and in compliance.
  • Create, run, and maintain queries in HCM to analyze and resolve biweekly transaction problems.
  • Audit HCM tables, including updates to job code tables and the position table; maintain and audit the salary grade tables.

Citywide HRIS Transaction Support

  • Process inquiries received via the DER Pay Services email distribution list.
  • Act as an informational resource to citywide departmental staff in making HRIS transactions.
  • Provide training and guidance in accordance with the curriculum, procedures, and policies set by the Functional Applications Administrator. 
  • Assist with bi-weekly residency processing. 

Complex Pay System Implementation and Maintenance

  • Provide citywide support in the functional application and maintenance of pay practices, including rates of pay, salary at time of appointment, salary adjustments, salary anniversary dates, and longevity incentive pay, promotions and special pay practices, demotions, and other supplemental pay practices; job study implementation; mass rate changes; and seasonal service credit calculations.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Associate degree in business, accounting or a related field from an accredited college or university.
  3. Two years of progressively responsible experience supporting and utilizing a Financial Management Information System (FMIS) and/or a Human Resources Management (HCM) system (i.e. accounting, human resource, payroll, procurement, project management, risk management and compliance, and supply chain operations software), including one year of experience performing complex functions in PeopleSoft HCM. Equivalent combinations of education and experience may be considered however, the two years of experience as described in #3 above is required and may not be substituted with education.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of mathematics and accounting related to complex payroll functions; ability to make accurate calculations.
  • Knowledge of payroll processing procedures.
  • Ability to use PeopleSoft HCM to make entries and run queries.
  • Knowledge of enterprise automated payroll systems and familiarity with payroll data.
  • Ability to perform advanced functions in MS Office, including skills with Excel - Pivot Tables and vLookup.
  • Ability to read, interpret, and apply information based upon work-related documents.
  • Ability to read/interpret personnel policies, civil service rules, salary ordinance, labor agreements, and employment laws.
  • Excellent research, analytical, and critical thinking skills to gather and review information with superior attention to detail.
  • Attention to detail to review the work of others and to ensure accuracy in work and compliance.

Communication and Interpersonal

  • Customer service skills to capably assist employees, payroll assistants, and City managers with payroll inquiries or problems, and administer Human Resource and City pay practices.
  • Ability to effectively communicate City policies, employee relations and payroll procedures to users ensure that critical task are performed efficiently and correctly.
  • Verbal skills to effectively communicate with City employees, management, other department payroll personnel, and banking institutions.
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to work cooperatively, effectively, and fairly work with coworkers and other City employees whose backgrounds may differ from one’s own.
  • Ability to provide exceptional service to all customers of the Department of Employee Relations.

Current Salary

THE CURRENT STARTING SALARY (Pay Range 2JN) is $76,222-$92,612 annually, and the resident incentive salary for City of Milwaukee residents is $78,509-$95,390 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
