Purpose

Under the direction of the Fire and Police Commission (FPC) Staffing Services Manager, the Human Resources Assistant provides administrative support to the FPC Testing Section by scheduling, administering, and selection process components.

Essential Functions

Testing/Exam Preparation and Maintenance

  • Input and format automated screening questions and input supplement questions on applications.
  • Upload scores from spreadsheets.
  • Compile and maintain statistical reports for all selection processes and eligible lists (e.g., applicant flow, frequency distributions, score conversion charts, item analysis and other reports).
  • Determine eligibility for military, educational and residency credit.
  • Prepare eligible lists for FPC approval.
  • Coordinate post-offer (i.e. medical, psychological and drug screen) testing, including tracking candidate status.
  • Compile and make copies of information needed for background review panels and related appeals processes; track candidate status.

Candidate Communication

  • Using the JobAps program, send notifications to applicants and candidates regarding scheduling, results and acceptance or rejection notices.
  • Provide accurate and timely information about job qualifications in person, via email, or over the telephone.
  • Proofread written candidate materials for proper spelling, punctuation, grammar and accuracy of information.

Exam Administration

  • Assist in logistical planning for written, performance, oral examinations, assessment centers and training sessions by scheduling locations and arranging for room set-up.
  • Assist in proctoring written, oral, performance and assessment center examinations to ensure confidentiality and integrity of testing process.
  • Receive, track and implement requests for testing accommodations.

Administrative Support

  • Research and collect data to respond to Equal Employment Opportunity Commission (EEOC), Uniformed Services Employment and Reemployment Rights Act (USERRA), and other inquiries, complaints and lawsuits.
  • Establish procedures for examination record maintenance; assist the Administrative Support Specialist in arranging for the destruction or storage of examination materials in compliance with required retention schedules. Maintain active applicant files.
  • Review examination bills and submit for payment.
  • Perform special assignments related to recruitment and testing, as assigned by the Executive Director or Deputy Director.

Conditions of Employment

  • The Human Resources Assistant will be required to work evenings and weekends to perform duties related to test administration and recruitment.
  • The Human Resources Assistant performs light work and must be able to move and lift up to 10 pounds occasionally.

Minimum Requirements

  1. Four years of progressively responsible administrative support experience performing duties related to this position.
  2. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of customer service best practices and the ability to incorporate them into operations.
  • Knowledge of administrative support methods, systems and terminology.
  • Ability to read and accurately apply personnel policies, including the Milwaukee Code of Ordinances (including the Salary and Positions Ordinances), and the Rules of the Fire and Police Commission.
  • Ability to read, interpret, and write reports.
  • Ability to learn and effectively perform accurate data entry to use the applicant tracking system, specifically JobAps.
  • Ability to learn and effectively apply basic statistics, using testing software program, to produce reports and to retrieve data.
  • Intermediate to advanced skill in using standard computer applications such as Microsoft Word, Outlook, Excel including importing and exporting information and performing queries.

Communication/Interpersonal

  • Ability to communicate clearly and effectively verbally with large applicant pools and internal and external subject matter experts.
  • Written communication skills to proofread documents so that they are publication-ready.
  • Knowledge of English language, including grammatical and punctuation conventions.
  • Ability to build effective working relationships with managers, fellow staff, and city contacts.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.
  • Exemplary tact and diplomacy.

Current Salary

The starting salary (5IN) is $50,384 - $56,878 annually, and the resident incentive starting salary for City of Milwaukee residents is $51,896 -$58,584 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions. a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
