Purpose

The Water Systems and Project Manager coordinates special projects that promote organizational innovation through new ideas, products, equipment, and technology that span all five sections of the Milwaukee Water Works (MWW) – Business, Distribution, Engineering, Plants, and Water Quality.

Essential Functions

Systems Analysis and Improvement

  • Promote organizational innovation through the use of new products, equipment, or technology.
  • Document existing systems and processes to establish operational baselines.
  • Research, recommend, and initiate new products, technology, and strategies to improve organizational efficiency.

Project Management

  • Manage special projects that span multiple sections of MWW.
  • Serve as a consultant for projects within sections and work units.
  • Conduct research projects and perform studies to supplement strategic decision-making by utility leadership.
  • Write policy documents and compile reports for executive leadership.

Diversity, Equity, and Inclusion Initiatives

  • Serve as a resource and liaison to MWW’s Inclusion, Diversity, Equity, Access, and Solutions (IDEAS) groups.
  • Assist IDEAS group champions with various activities associated with proposals, such as surveys, data gathering, and proposal review, and attend IDEAS group meetings when requested.
  • Coordinate and foster ongoing communication and status reports between IDEAS groups, section managers, and executive leadership.
  • Assist with workforce development initiatives to foster diverse, inclusive, and equitable recruitment strategies.
  • Maintain working relationships with water industry-related organizations and community groups.

Internal Performance Management

  • Coordinate the internal performance management process.
  • Collect and compile data from multiple sections of MWW for presentations with the Mayor, other City departments, and outside agencies.
  • Identify areas of performance improvement and work with section managers to implement necessary changes.
  • Monitor the creation of and assist with the ongoing review of standard operating procedures (SOPs).

Minimum Requirements

  1. Bachelor’s Degree in business administration, public administration, or a closely-related field from an accredited college or university.
  2. Five years of experience in project management performing duties related to the implementation of new initiatives and the essential functions listed above.
  3. Valid driver’s license at time of appointment and throughout employment. Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI).

Current Salary

The current salary range (Pay Range 1DX) is $57,081-$79,909 annually, and the resident incentive salary range for City of Milwaukee residents is $58,794-$82,306 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
