The
Department of Public Works (DPW) Multimodal
Unit creates sustainable, vibrant, equitable, and connected
streets and public spaces that provide choice, safety, comfort, and access for
everyone in Milwaukee. In support of the City’s Complete Streets and Vision
Zero Policies, this team is committed to addressing reckless driving and
building out a protected bike lane network.
Purpose
The Senior Transportation Planner plans, designs,
and implements City of Milwaukee active transportation and traffic safety plans
and projects, and serves as the project manager for various federal, state, and
locally funded plans, programs, and projects.

Essential Functions
Administrative
·
Provide professional and technical transportation assistance to
other departments, especially as it relates to active transportation.
·
Prepare plans and specifications for WisDOT (Wisconsin
Department of Transportation) related projects.
·
Ensure the transportation system prioritizes the safety and
enjoyment of people walking and biking.
·
Ensure and monitor compliance with requirements pursuant
to the Americans with Disabilities Act as they relate to City facilities.
·
Oversee transportation data collection, analysis, and reporting.
Project
Leadership.
·
Serve as a project manager for various federal, state, and local-funded
projects, including the oversight of consultant and city staff.
·
Serve as the staff liaison for the City of Milwaukee Pedestrian
and Bicycle Advisory Committee, City of Milwaukee Complete Streets Committee,
and various other City task forces and/or committees.
·
Ensure the quality of work performed by consultants and other
project staff; coach professional and technical staff engaged in transportation
engineering and planning activities.
Analysis
and Reports
·
Review major projects to ensure compliance with plans and goals related
to the City’s Complete Streets and Vision Zero Policies.
·
Coordinate efforts to expand various City of Milwaukee traffic
safety, bicycle and pedestrian, and shared mobility programs.
·
Analyze reports, studies, various plans, and related information
and make recommendations for improving the accessibility and safety for all
users of the street.
·
Develop a wide variety of technically concise, written and
graphic transportation planning reports, studies and plans

Minimum Requirements
1. Bachelor’s
degree in urban planning, transportation planning, transportation management or
a related field from an accredited college or university.
2. Two
years of professional-level urban planning experience.
3. Ability
to travel independently around the City of Milwaukee by public transportation,
walking, biking, or driving.
Equivalent combinations of
education and experience may be considered.

Desirable Qualifications
- American Institute of Certified Planners (AICP) Certification preferred.
Knowledge, Skills, Abilities & Other Characteristics
Technical
·
Knowledge of transportation planning and design, urban planning
principles and practices and mobility improvements.
·
Ability to read related materials and apply the directive and
guidance of the National Association of City Transportation Officials (NACTO),
Federal Highway Administration (FHWA), Manual on Uniform Traffic Control
Devises (MUTCD, and the WisDOT Facilities Development Manual (FDM).
·
Knowledge of public administration principles, capital and
operating budgets, and grant processes.
·
Knowledge of team management principles and practices.
·
Knowledge of national and international best practices relative to innovative
transportation planning and design that supports safe streets, shared mobility,
walking, biking, and transit use.
·
Skill in using graphic design software programs and geographic
information systems (GIS).
·
Ability to read and interpret complex technical publications and
plans.
·
Ability to prepare detailed cost estimates using WisDOT work
order format for projects and prepare capital and operating budgets.
·
Ability to utilize Microsoft Office software to prepare written
reports, organize public education programs, and prepare presentations.

Current Salary
The current salary range (Pay Range 2IN) for City of Milwaukee
resident is $76,430-$87,706 annually, and the non-resident salary range is $74,204-$85,151. Appointment above the minimum
is possible based upon level of experience and other qualifications and is
subject to approval.
· An employee possessing an AICP certification is to be paid an additional 3%.

Selection Process
THE SELECTION PROCESS will
be job related and will consist of one or more of the following: an evaluation
of education, experience and/or responses to supplemental questions; a written
or performance test, a structured interview or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
