Purpose
The Parking Enforcement Manager directs parking enforcement
activities for the City of Milwaukee.
Essential Functions
Leadership and Oversight
- Manage and coordinate duties of Parking Enforcement staff, including Parking Enforcement Assistant Managers, Parking Enforcement Supervisors, Lead Parking Enforcement Officers, and Parking Enforcement Officers.
- Oversee the Parking Information Desk, including responses to complaints, inquiries, and dispatch functions.
- Evaluate the job performance of Parking Enforcement Officers to ensure compliance with expectations and departmental goals.; recommend and evaluate staffing levels to ensure effective and efficient service.
- Direct and supervise the parking related to special events, such as street sweeping, towing events, snow emergencies, town hall meetings, Aldermanic walks and community activities.
- Ensure the enforcement of departmental policies and initiate corrective action when abuse is detected.
- Hold daily roll call for staff with updates regarding operations, new orders, memos and training materials; ensure personnel are properly equipped and fit for duty.
Administration
- Develop policies and procedures to enforce parking ordinances.
- Plan and organize strategies to increase compliance with parking ordinances.
- Ensure that all resident complaints and aldermanic requests for service are properly investigated and required reports are filed.
- Ensure that records are maintained and retention schedules followed.
- Write and manage parking studies and make recommendations for parking signage changes, based on area needs and departmental goals.
- Make recommendations for the annual budget.
- Oversee proper maintenance of all property and equipment including building, vehicles, and ticketing devices.
- Evaluate State Statutes and City Ordinances; recommendation improvements and changes.
- Assess latest trends to find new policies, procedures, technology and equipment for Parking Enforcement.
- Write and evaluate requests for purchase and manage compliance to contracts.

Conditions of Employment
The Parking Enforcement Manager must be willing and able to
do the following:
- Perform field work throughout Milwaukee.
- Climb ladders, stoop, and bend.
- Work outdoors in all weather conditions.
- Respond to emergency events to provide management direction and oversight
- Work various shifts and extended hours, including weekend and holidays to meet the parking enforcement needs of the City of Milwaukee.
- Lift and carry equipment and materials up to 25 pounds alone or with assistance.
Minimum Requirements
- Bachelor’s degree in Business Administration, Public Administration, or a related field from an accredited college or university.
- Four years of progressively responsible experience in municipal public works, parking operations, or towing operations, including two years in a supervisory or lead role.
- Valid driver's license at the time of appointment and throughout employment.
- Good driving record. Driving records will be checked prior to job offer.
Equivalent combinations of education and experience may also be considered.

Current Salary
The current salary range (PAY RANGE 1IX) is $86,815 – $109,938,
and the current resident incentive salary range for City of Milwaukee residents
is $89,419 - $113,236. Appointment above the minimum is possible based
upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
