Purpose

The Health Data and Evaluation Director provides leadership and expertise relative to data and evaluation projects for a broad range of programs within the Milwaukee Health Department (MHD), develops the Community Health Assessment and the Annual Report and ensures the accessibility of public health data.

Essential Functions

DATA ANALYSIS, EVALUATION, AND REPORTING

  • Lead the development of critical public health related reports such as the Community Health Assessment and the Annual Report.
  • Develop and implement qualitative and quantitative public health data collection projects with stakeholder engagement.
  • Provide leadership in the analysis and interpretation of qualitative and quantitative data, using statistical software packages.
  • Provide expertise in the interpretation of data in the context of the project or community, apply knowledge of evidence-based practices and fidelity to practices, and elicit stakeholder engagement.
  • Write reports and present data for various audiences.
  • Ensure that public health data is accessible to the public and community stakeholders; maintain compliance with privacy laws and standards.

PERFORMANCE MANAGEMENT

  • Identify performance measures for all areas of MHD in collaboration with MHD staff.
  • Oversee the development and implementation of a performance management and reporting system and provide frequent progress reports, including performance status and quality improvement outcomes.
  • Lead the development of the MHD’s Annual Report for the Mayor and Common Council.

SUPERVISION AND PROJECT MANAGEMENT

  • Manage, direct, and supervise technical public health staff such as epidemiologists, data and evaluation coordinators, and public health students to ensure work products are of high quality and completed in a timely manner.
  • Delegate assignments, provide guidance, review work products, and conduct performance evaluations for Data and Evaluation Division team members.
  • Participate in employee selection processes; make hiring recommendations.

PARTNERSHIP AND RESOURCE DEVELOPMENT

  • Collaborate with other public health professionals in the development of regional and statewide strategies to improve data collection, analysis, and reporting.
  • Develop and sustain partnerships with community-based organizations and academic institutions to maximize departmental data capacity.
  • Participate in writing grants and other funding proposals; develop requests for proposals (RFPs) and contracts for data analysis and evaluation projects.

Conditions of Employment

The Health Data and Evaluation Director is required to file a Statement of Economic Interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.

Minimum Requirements

  1. Bachelor of Science degree in public health, public policy, biological science, mathematics or a related field from an accredited college or university.
  2. Five years of progressively responsible professional experience in public health research and evaluation performing duties related to the essential functions outlined above.
  3. Valid driver's license and availability of a properly insured automobile for use on the job at time of appointment and throughout employment. Private auto allowance may be paid pursuant to Section 350-183 of the Milwaukee Code of Ordinances.

Equivalent combination of education and experience may be considered.

Desirable Qualifications

  • Master’s degree in public health, public policy, biological science, mathematics or a related field from an accredited college or university.
  • Supervisory experience.
  • Ability to read, write, and speak Spanish or Hmong.

TECHNICAL

  • Knowledge of current trends and best practices in the field of public health.
  • Knowledge of biostatistics and epidemiology.
  • Knowledge of the roles of governmental public health, healthcare, and other partners in improving the health of a community.
  • Ability to use public health informatics to develop, implement, evaluate, and improve policies, programs, and services.
  • Ability to use qualitative and quantitative data from multiple sources to assess community health.
  • Ability to read, analyze, and interpret scientific and technical journals, financial reports, and documents such as contracts, grants, and legislation.
  • Knowledge of financial concepts, including the ability to develop programmatic budgets, operate programs within budget, and contribute to the development of contracts and other agreements for programs and services.
  • Ability to oversee performance management systems for program management and quality improvement.
  • Ability to identify internal and external facilitators and barriers that may affect the delivery of public health services using root cause analysis and other quality improvement methods and tools.
  • Knowledge of computer systems used for contact management, spreadsheet development, database management, word processing, and project management.

Current Salary

The current salary range (Pay Range 1IX) is $94,051-$109,938 annually and the resident incentive salary range for City of Milwaukee residents is $96,873-$113,236 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
