The Operations Policy Analyst develops strategies to secure funding, prepare and monitor grants, and research alternative funding sources for Department of Public Works’ (DPW) short- and long-term goals.

Essential Functions

Grant Application and Monitoring

  • Develop strategies to secure funding for programs related to the various sections of DPW-Operations.
  • Compile information and submit grant application materials for division grants and grant applications.
  • Ensure grant documentation and spending is entered and tracked in line with best practices, grant guidelines, and City policies and procedures.

Policy/Data Analysis

  • Conduct complex policy, operational, organizational, and fiscal analyses.
  • Make recommendations on and report on policy initiatives that maximize the efforts of the DPW and the City of Milwaukee.
  • Prepare reports, ordinances, resolutions, and correspondence.
  • Conduct periodic audits of various programs, systems, and processes throughout the division.

Record Retention

  • Work with the City Records Center to ensure divisional retention schedules are current.
  • Advise division managers on proper record retention practices and schedules.


  • Identify citywide initiatives and non-profit collaborations that promote public-private partnerships.
  • Attend meetings, demonstrations, and lectures and review job-related materials for continuous learning.

Minimum Requirements

  1. Bachelor's degree in public administration, business administration environmental policy, or a related field from an accredited college or university.
  2. Two years of professional experience performing fiscal and/or policy analysis duties related to the essential functions listed above.
  3. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Master's degree in public administration or related field of study from an accredited college or university.

  • Ability to prepare and analyze reports and basic financial data.

  • Ability to present technical data and findings in a concise and clear manner before various audiences.
  • Ability to credibly write reports, business correspondence, email messages, and procedural or training manuals that can be understood by individuals at all levels of the organization.
  • Ability to work collaboratively and effectively with job-related workgroups, committees, community organizations, agencies, and partners.
  • Ability to practice active listening by giving full attention to what other people are saying, taking time to understand the points being made, and asking questions as appropriate.

Current Salary

The current salary range (Pay Range 2GX) is $53,548-$74,974 annually, and the resident incentive salary range for City of Milwaukee residents is $55,154-$77,223 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
