Purpose

Essential Functions

Project Development

  • Develop and execute sound and comprehensive plans for development of new branch libraries.
  • Manage all aspects of the process, including the development and advertising of Requests for Proposal (RFPs) based on library requirements, neighborhood data, City of Milwaukee conditions, researched and established criteria, and community needs, to attract potential development partners for investment in new developments of various types.
  • Work with City departments and library personnel to identify potential sites or opportunities for development of mixed use projects. Identify and contact likely developers to discuss opportunities.
  • Manage proposals and recruit and facilitate a team of experts to meet and review proposals and make selection recommendations.
  • Chair building committee(s) and support the Library Board in their review and approval process.
  • Assist in writing development, condominium, and other agreements and bylaws, and monitor same for effectiveness and efficiencies.
  • Act as official MPL Board member on condominium associations and as liaison to the real estate owners and property management teams of all MPL mixed-use buildings and properties.
  • Problem solve and partner with city departments and coordinate efforts and use of resources to support project needs.
  • Respond to concerns and issues and monitor and facilitate resolutions of contract disputes and claims.
  • Evaluate processes and procedures, and participate in defining the Library’s facility standards and expectations.

Management and Planning

  • Develop the master planning schedules; monitor projects for adherence to timelines and deadlines.
  • Manage all aspects of projects, including library’s buildout, landscaping, signage, donor wall, and other details.
  • Communicate with stakeholders regarding any changes, updates, or modifications to the master schedule and construction documents. Ensure all parties are aware of deadlines and are working to meet the deadlines and timelines.
  • Facilitate and participate in design and construction meetings and make appropriate suggestions and recommendations.
  • Work closely with the Library Leadership team in monitoring expenses and meeting fiscal allocations. Maintain all project records.
  • Review neighborhood data to develop an understanding of community needs and expectations and manage community input.
  • Research and identify potential funding sources such as grant and tax credit programs and work with the MPL Foundation on funding opportunities.
  • Provide project management and support for other MPL capital and building projects.
  • Respond to emergency requests, and troubleshoot issues to determine cause and solutions.

Communication and Public Relations

  • Represent the library and makes presentations to appropriate city departments, elected officials, the Library Board, and team members.
  • Schedule and represent the library at meetings with stakeholders, committees, community members, and the general public regarding project information and updates.
  • Gather insight and feedback, and share same as appropriate.
  • Provide regular feedback to the Library Director on issues relating to project initiatives.
  • Schedule and hold timely meetings with internal and external parties.
  • Assist the Library Communications & Marketing Department in communicating with the public and staff. Serve as a member of the Library Executive Team.

  • The Library Construction Project Manager is required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.

Minimum Requirements

  1. Bachelor’s degree in urban planning, engineering, architecture, or closely related field from an accredited college or university.
  2. Four years of experience related to the essential functions (e.g., construction management or construction project planning that involved negotiation and/or lobbying).
  3. Valid driver’s license and the availability of a personal insured vehicle for use on the job at time of appointment and throughout employment (private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.).

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Certification in project management or construction methods.

Technical

  • Knowledge of real estate and property acquisition.
  • Knowledge and ability to develop RFPs for capital projects.
  • Knowledge of various software programs, including Microsoft PowerPoint, Excel, and Word.
  • Knowledge of the methods of project management and construction methods.
  • Knowledge of city standards for purchasing policies and procedures.
  • Ability to learn and apply Primavera P6 Enterprise Project Portfolio Management software or similar software to schedule and track construction project progress.
  • Knowledge of the development, administration, and supervision of public works contracts.
  • Knowledge of building construction, building trades, and facility systems.

Current Salary

The current salary range (Pay Range 2IX) is $66,388-$85,151 annually, and the resident incentive salary range for City of Milwaukee residents is $68,379-$87,706. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
