Purpose

The Engineering Drafting Technician IV prepares and updates plans and system maps for the Milwaukee Water Works (MWW) distribution systems, water treatment plants, pumping stations, booster stations, pressure reducing facilities and water storage systems.

The Engineering Drafting Technician II performs map changes, updates and maintenance of the MWW mapping and Geographic Information System (GIS), as well as administrative duties related to water main plan preparation, information requests, permit processing and the contracting process. 

                                                                                              

The names of eligible candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Essential Functions

Engineering Drafting Technician IV:

  • Use the current computer-aided drafting design software and methods to prepare plans and maps for the water treatment plants, water mains and other MWW facilities and appurtenances.
  • Review, check, update, and maintain maps, file storage, and inspector reports.
  • Research anomalies to find proper measurements and placement that ensure accurate and complete drafting.
  • Review Department of Neighborhood Services Building Permits and Department of Public Works Right-of-way Permits to ensure completeness and to protect MWW infrastructure from encroaching utilities and/or structures.
  • Order, handle and maintain water main plans for contracts and record keeping.
  • Prepare as-built plans, records and water service reconnection reports; respond to Digger’s Hotline requests.  

Engineering Drafting Technician II:

  • Use the current computer aided drafting design software and methods to prepare basic construction drawings, sketches and site plans for the Water Works Capital Improvement Program.
  • Request field location surveys and compile water service status reports, utility requests and other information for projects.
  • Respond to Diggers Hotline requests by providing necessary utility plans.
  • Organize and assemble contract documents for the Water Works Capital Improvement Program.
  • File and maintain the plan storage, computer file storage, and inspection reports.
  • Assemble maps and records for City and outside agencies.
  • Review Department of Neighborhood Services Building Permits for water availability and/or conflicts with existing MWW facilities.

Both Positions:

  • Update water system maps utilizing Geographic Information System (GIS) software and updated data.

Minimum Requirements

Engineering Drafting Technician IV:

  1. Four years of municipal or utility engineering technician experience as an Engineering Technician or Engineering Drafting Technician, including two years of experience using Computer Aided Drafting and Design software and/or Geographic Information System software performing drafting, design, and GIS map maintenance duties related to the essential functions of the position.  
  2. Valid driver’s license at time of appointment and throughout employment.  

Engineering Drafting Technician II:

  1. Two years of related municipal or utility engineering drafting experience performing duties related to the essential function listed above.  
  2. Valid driver’s license at time of appointment and throughout employment  

NOTE: Equivalent combinations of education and experience may also be considered.  

NOTE: College-level engineering curriculum courses, for which an average grade equivalent to “C” was earned, may be substituted for up to two (2) years of the required experience. Substitution will be made on the basis of five (5) credits equals three (3) months of experience and no substitution will be made for fewer than five (5) credits.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Ability to lead a team of drafting technicians by assigning work and reviewing work products. (Engineering Drafting Technician IV)
  • Ability to train and familiarize new drafting technicians with various types of drafting work. (Engineering Drafting Technician IV)
  • Knowledge of Computer Aided Drafting (CAD) and design software.
  • Knowledge of Geographic Information System (GIS) software.
  • Knowledge of mapping layers and GIS data sets.
  • Knowledge of mathematical calculations used for drafting.
  • Ability to prepare drawings for various types of construction projects.
  • Skill in updating and maintaining engineering records, engineering data bases, and plat pages.
  • Proficiency with standard computer applications, including Microsoft Office.
  • Ability to produce accurate and detailed plans, drawings, maps, and diagrams using CAD/GIS software.
  • Ability to read and interpret technical job-related documents such as construction drawings, technical drawings, and specifications.
  • Ability to read City maps and understand legal descriptions.

  • Written communication skills, including the ability to write technical reports and business correspondence.

Current Salary

Engineering Drafting Technician IV:
The current salary range (PG 3NN) is $51,186-$62,522 annually, and the current resident incentive salary range for City of Milwaukee residents is $52,722-$64,398 annually.

Engineering Drafting Technician II:
The current salary range (PR 3FN) is $42,871-$48,114 annually, and the current resident incentive salary range for City of Milwaukee residents is $44,157-$49,557 annually.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
