Purpose

The Communications Systems Manager designs, proposes, implements, and integrates new technology for the Department of Public Works (DPW)- Operations Division.

Essential Functions

Technology Support

  • Serve as the project manager regarding new technology; manage the development, acquisition, and implementation of technology for the Operations Division.
  • Liaise between the Information Technology Management Division (ITMD) and the Operations Division to implement and improve technological systems’ functionality.
  • Manage Geographic Information Systems (GIS), the Automated Vehicle Location (AVL) Workforce, employee scheduling systems, the employee notification system and other systems.  
  • Manage the DPW wireless data systems and radio communication equipment.
  • Set and manage standards for purchasing, installation, maintaining, repairing and modifying wireless infrastructure.

Training

  • Review and develop employee training materials for the implementation of new systems.
  • Lead training sessions for divisional employees on different systems.
  • Conduct employee training at various field locations throughout the City of Milwaukee.

Supervision

  • Manage the staff and process for the installation and repair of radio systems for AVL.
  • Manage the employees responsible for the GIS creation and update of sanitation collection routes, forestry boulevards, vacant lot maintenance, snow and ice control routes, and parking regulations.

Snow and Ice Control

  • Manage Snow and Ice Control Operations through the review and development of materials, supplies, technology, and employee training.
  • Ensure field offices are using consistent systems, supplies, and materials for Snow and Ice Operations.

  • Must be able to work some extended hours, weekends and/or holidays to provide service as needed for snow and ice control operations.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position. 
  2. Bachelor’s degree in computer science, information studies or a closely related field from an accredited college or university.
  3. Three years of professional-level experience in the field of Communication and/or Information Management or Information Technology (IT) Project management.
  4. A valid driver’s license at time of appointment and throughout employment.
  5. This position will be subject to the residency requirement for the City of Milwaukee. Equivalent combinations of education and experience may also be considered.

Technical

  • Knowledge of communications systems and how they interact with different users.

  • Ability to troubleshoot hardware and software issues to ensure consistent functionality.
  • Knowledge of ESRI-GIS reporting systems.
  • Ability to oversee, implement, and support large complex computer systems, including recommending, designing, installing, and upgrading software and hardware.
  • Ability to analyze and troubleshoot complex system issues.

  • Proficiency using word processing, spreadsheet, database, presentation, and personal information manager programs.

  • Written communication skills to develop technical training and draft/edit reports.

Current Salary

The current salary range (Pay Range 1FX) is $63,585 - $89,016 annually, and the resident incentive salary range for City of Milwaukee residents is $65,493 - $91,686 annually.  Appointment will be made in accordance with the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Public Works reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
