The Department of City Development (DCD) is seeking graduate students interested in urban planning, zoning, and community engagement to serve as Graduate Interns within the Planning Division!  

Graduate Interns are provided with valuable career development opportunities to work on a wide variety of planning projects, including working closely with professional planners, residents, developers, and community partners to support DCD Planning projects and initiatives.  

An internship with DCD provides interns with wide-ranging exposure to the operations of a large city planning and development department and allows interns to contribute to helping shape the future of Milwaukee neighborhoods in partnership with community stakeholders.

The Graduate Intern supports the Planning Division of the Department of City Development (DCD) by carrying out a variety of research, analysis, and community engagement tasks related to land use, urban design, zoning, and neighborhood planning and engagement.

Graduate Interns work approximately 20 hours per week and cannot exceed 1,040 hours per year while enrolled in a graduate program from an accredited college or university.

Essential Functions

Urban Planning Research and Analysis

  • Carry out data analysis and/or geographic information system (GIS) mapping to support planning projects.  
  • Conduct research and analysis and prepare reports on topics such as land use, zoning changes, neighborhood and economic development, zoning codes, and urban design to support development of neighborhood plans and/or zoning and development review.

Administrative Support

  • Prepare materials for public meetings and Plan Commission hearings, including PowerPoint presentations, staff reports, referral letters, and outreach materials.   
  • Assist Planning Staff at public meetings and City Plan Commission meetings, including supporting neighborhood engagement efforts and note-taking.  
  • Assist Planning Staff with the review of Board of Zoning Appeals cases.

Minimum Requirements

1. Current enrollment in a master’s degree or PhD program in urban planning, architecture, geography, urban studies, public administration, or a closely related field from an accredited college or university.        
  • Enrollment must be maintained throughout employment as a Graduate Intern. 
2. Eligible candidates must have at least one academic semester remaining prior to anticipated graduation date.

Desirable Qualifications

  • Experience with the Adobe Creative Suite, SketchUp, and/or ArcGIS.
  • Experience with community engagement, community organizing, and/or community service in socioeconomically diverse neighborhoods.

Knowledge, Skills, Abilities & Other Characteristics


  • Knowledge of urban planning principles.
  • Proficiency using standard computer applications such as PowerPoint, Word, Excel, and Outlook.
  • Ability to learn and use job-related programs such as GIS, 3D design software, and creative applications.
  • Ability to read and interpret work-related documents.
  • Strong research, writing, and presentation skills.

Communication and Interpersonal

  • Verbal communication and customer service skills to be able to field questions and assist staff at public meetings.
  • Written communication skills, including the ability to create reports, letters, and highly graphical presentations and documents.
  • Ability to support community engagement in racially and socioeconomically diverse communities.
  • Ability to interact effectively with colleagues, business owners, developers, and residents.
  • Ability to work independently and as a member of a team.
  • Ability to work cooperatively and effectively with people whose backgrounds may differ from one’s own.


  • Ability to organize assignments and manage time to complete tasks based on departmental deadlines.
  • Ability to exercise sound judgment and a strong sense of integrity.

Current Salary

The current pay rate (Pay Range 9PN) is $15.30 per hour, and the resident incentive pay rate for City of Milwaukee residents is $15.76 per hour.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
