Purpose

The Public Health Strategist-Mental Health will oversee mental health, substance use, and community resilience activities, including partnership development, coalition building, and execution of mental health and community resilience mini-grants awarded to community-based organizations.

NOTE: The Public Health Strategist-Mental Health position is supported with grant funding provided by the Centers for Disease Control and Prevention (CDC), which aims to expand access to COVID-19 preventative services through culturally competent communications, community-based testing and contact tracing to expand data infrastructure to capture social determinants of health and health disparities, to build a more diverse and inclusive public health workforce, and to facilitate cross-sectoral partnerships to address the fundamental causes of health inequities. As this is a grant-funded position, the role and job functions are subject to grant funding availability and grant guidelines.

Essential Functions

Mental Health and Community Resilience
  • Research, draft, pilot, and implement a community engagement model to increase mental health resources/awareness and community resilience in the City of Milwaukee.
  • Assess citywide mental health needs; develop strategies to promote mental health initiatives and campaigns.
  • Lead mental health and community resilience data gathering and analysis.
  • Work closely with the Project Manager of the grant to align the grant with mental health and community resilience aspects, which includes targeted outreach strategies to increase mental health awareness and community participation and engagement.
  • Identify and champion grant opportunities within the organization related to mental health and community resilience; serve a lead role in writing the grants, developing the budgets, and building new or existing projects through the grants.
  • Maintain mental health and community resilience subject matter expertise via ongoing training and research.
Public Health Strategy and Policy
  • Develop, implement, and evaluate strategic and operational plans related to mental health and community resilience within the City of Milwaukee.
  • Develop options for policies, programs, services, ordinances, resolutions, and legislative positions related to substance use, opioids, overdose response, and overdose prevention strategies.
  • Prepare and provide public presentations related to the public health role, strategy and impact associated with mental health, community resilience, substance use, opioids, overdose response, and overdose prevention strategies.
  • Coordinate and participate in workgroups to develop and monitor a comprehensive evaluation system for mental health and community resilience across the City of Milwaukee.
  • Monitor, track and evaluate mental health and community resilience initiatives and activities.
  • Conduct small group or large audience mental health/resiliency-related presentations to professionals and the public.
  • Develop options for policies, programs, services, ordinances, resolutions, legislative position, etc., related to mental health and/or community resilience that maximize the grant’s impact.
  • Support the development of a post-COVID Strategic Plan and After-Action Report to inform future emergency responses.

Community Engagement and Partnership Development
  • Develop and maintain collaborative relationships with other city departments, state and federal regulatory and funding agencies, medical providers, community-based organizations, advocacy agencies and academic institutions to coordinate and consult on comprehensive city-wide efforts.
  • Work with community partners at the field level and facilitate their cooperation in developing and completing a shared vision and goals related to mental health and/or community resilience.
  • Coordinate and Participate in Mental Health Action Team for the Community Health Improvement Plan and support implementation of mental health and community resilience related priorities.

Conditions of Employment

Minimum Requirements

  1. Bachelor’s degree in psychology, health education, public health, community health, social services or a related field from an accredited college or university.
  2. Three years of professional experience performing health-related program coordination, coalition coordination, or community mental health, behavioral health, and/or health/human services related programing duties.
  3. Valid driver's license and access to a properly insured vehicle at time of appointment and throughout employment; mileage reimbursement provided pursuant to Section 350-183 of the Milwaukee Code. (Subject to approval.)

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

· Master’s degree in a related field above from an accredited university.

Current Salary

The current salary range (2IX) is $59,632-$83,481 annually, and the resident incentive salary range for City of Milwaukee residents is $61,421-$85,986 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Milwaukee Health Department reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
