Purpose

The Department of Neighborhood Services (DNS) currently has two vacancies for Administrative Services Supervisor, one assigned to the Administrative Services section and the other to the Property Registration Section. 

Under the direction of the Business Operations Manager, the Administrative Services Supervisor manages the administrative support and customer service staff of each respective section.  

Essential Functions

Property Registration Section 

  • Manage the day-to-day operations of the administrative support and customer service staff.
  • Monitor employees’ work to ensure date integrity within the department’s Land Management System (LMS).
  • Formulate procedures, assign, and approve work, provide technical assistance, and design and implement training programs.
  • Generate reports to gather and assess customer feedback.
  • Collaborate with colleagues within the various divisions to ensure accurate and timely administrative workflow.
  • Manage the property registration system.
  • Create management reports to monitor the activity of the registration program.
  • Serve as a liaison to other City departments and other appropriate public and private entities to maximize the efficiency of the customer service section.
  • Respond to a variety of requests from internal and external customers, including aldermanic requests.
  • Educate and explain departmental and programmatic procedures and policies to increase compliance with the property recording ordinance.
  • Provide day to day personnel management, including performance reviews, coaching and counseling.

Administration Section 

  • Supervise the clerical staff including formulating procedures, assigning work, approving work, training, and support.
  • Maintain the Special Charges database and ensure date integrity, including annual compilation and submission of more than $6,000,000 of special charges to the Comptroller's Office. Ensure accuracy of data, process adjustments and cancellations and respond to inquiries from property owners, closing agents and others.
  • Co-manage the Property Registration program in the areas of new initiatives, reporting, process improvements and enforcement process.
  • Monitor and balance departmental escrow accounts, including cash adjustments and year-end reporting to Comptroller's Office.
  • Serve as the departmental telephone coordinator.
  • Provide day to day personnel management, including performance reviews, coaching and counseling.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.

  2. Bachelor’s degree in accounting, business administration, or a closely related field from an accredited college or university.

  3. One year of experience providing administrative support to a customer-focused program.

Equivalent combinations of education and experience may also be considered; for example, an associate degree in a related field plus three years of job-related experience as described above is considered equivalent.

Supervisory 

  • Knowledge of supervisory principles and best practices.
  • Ability to effectively lead a team of clerical and customer service staff.
  • Ability to effectively plan and delegate work, manage multiple priorities, and work within tight time constraints to meet deadlines.
  • Ability to assign duties, set performance standards, provide coaching and training, monitor work in progress, evaluate performance, and make hiring recommendations.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully, are valued for their strengths, and feel that they can safely express themselves.

Technical Skills 

  • Analytical and problem-solving skills to be able to address operational issues.
  • Proficiency using word processing, spreadsheet, and presentation software.
  • Knowledge of statistics and the ability to conduct research to prepare statistical reports.
  • Ability to read and interpret documents such as laws, policies, and technical publications.

Customer Service/ Interpersonal Skills 

  • Knowledge of principles and processes for providing excellent customer service, including assessing customer needs, meeting quality standards for service, and evaluating customer satisfaction.
  • Ability to provide customer service training, establish customer service goals, and resolve escalated complaints in a diplomatic manner.
  • Written communication skills, including the ability to produce correspondence, reports, and procedures.
  • Ability to maintain effective working relationships with colleagues, elected officials, representatives of outside agencies, and the public.
  • Decision-making skills and sound judgment to be able to work effectively independently.
  • Ability to represent the department honestly and ethically as well as to maintain confidentiality.

Current Salary

The current salary range (PR 1BX) is $48,670-$67,616 annually, and the current resident incentive salary range for City of Milwaukee residents is $50,130-$69,644. Appointments will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Department of Neighborhood Services reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job. 

INITIAL FILING DATE - The examination will be held as soon as practical after December 14, 2021. Receipt of applications may be discontinued at any time after this date without prior notice.
