Purpose

The Milwaukee Health Department (MHD) Laboratory is seeking a detail-oriented, timeline-driven, recent college graduate for the position of Management Trainee; the successful candidate will be placed in an appointment that will last up to 12 months.  

The Management Trainee will assist the MHD Leadership in managing the administration of multiple operational, technical and grant-funded projects, and will provide assistance documenting program metrics and tracking the demonstrable objectives and deliverables that impact Laboratory performance and outcomes.    

While appointments to Management Trainee are limited to up to one year, transfer/promotional opportunities to positions within the City of Milwaukee may be available prior to completion of the trainee period.

Essential Functions

Budget, Finance, and Grant Administration

  • Manage delivery of multiple project requirements, including laboratory grants.
  • Assist with maintaining budget plans and records of contracts; work with MHD Finance and Administration staff to track related receipts and invoices.
  • Track changes in project scope, schedule, and costs and communicate changes.
  • Create, maintain, and distribute comprehensive project documentation.
  • Participate in annual strategic planning process.    

Project Coordination   

  • Develop and maintain detailed project plans to track grant progress.
  • Ensure that all projects are delivered on time, within scope and budget.
  • Measure project performance using appropriate metrics, systems, tools and techniques.
  • Escalate changes to projects as necessary, including changes that impact other projects and/or grant deliverables.
  • Manage monthly metrics, ensure all metrics are input accurately and consistently by appropriate team members, report on performance indicators, and escalate issues with metrics to administrative team.
  • Manage annual external evaluations, including the regulatory audits in an effort to develop impact measures.

Customer Focus

  • Manage relationships with various stakeholders including administrative contact of grants and other partners involved in projects.
  • Support MHD Laboratories leadership (i.e. Laboratories Director, Assistant Laboratories Directors, and the Laboratories Operations Director) by providing information on allocated funding, identifying areas where resources are needed, and providing understanding on funder and external evaluator requirements.

Conditions of Employment

Minimum Requirements

  1. Bachelor’s degree in healthcare, healthcare administration, business administration, or a related field from an accredited college or university within the past two years (at time of application).

Note 1: Students in their final year of college (at time of application) may participate in the selection process, but are not eligible for appointment until they have completed their degree.

  • Knowledge of basic computer software applications to facilitate work processes (e.g. word processing, spreadsheet, and presentation software).

Current Salary

The current starting salary (PG 2EX) is $48,670 and the resident incentive starting salary for City of Milwaukee residents is $50,130.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations reserves the right to call only the most qualified candidates to oral exams, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision.
