Purpose

The Program Assistant III (PA III) supports the Transportation Operations Sections by administering the City’s municipal billing and data relative to the street lighting fees.

Essential Functions

Street Lighting and Underground Communication Fee Program Administration

  • Administer the street lighting and underground communication fee in accordance with City of Milwaukee ordinances.
  • Conduct thorough review of data and report on program impacts.
  • Process paperwork for all service orders, complaints and contracts relating to the street lighting fee and the transportation operation section. Input and maintain data for billing purposes.
  • Assist with questions regarding fees and providing resolutions.
  • Provide confidential administrative support to the Engineer in Charge and the senior engineering managers

 

Program Fee Processing

  • Process billing changes and adjustment within EnQuesta and serve as the liaison for billing issues.
  • Answer resident questions and objections, via phone, email or in person.

 

Billing Investigation

  • Use Master Property File (MPROP), Map Milwaukee Portal (MAI), Land Management System (LMS), and Graphic Information System (GIS) data to investigate inconsistencies in property recording to ensure accurate billing.
  • Coordinate with the Transportation Operations staff to conduct investigations.

Conditions of Employment

  • Perform light physical work, exerting up to 25 lbs. occasionally, and up to 10 lbs. often.
  • Must be able to walk, stand, stoop, push, and pull.
  • Perform field work outdoors and is subject to exposure to all kinds of weather. 

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Four years of administrative support experience related to the essential functions of the position.
  3. Valid driver’s license at the time of employment and throughout employment.



Equivalent combinations of education and experience may be considered.

Technical


  • Knowledge of administrative support best practices.
  • Knowledge of invoice and payment processing practices.
  • Ability to read and interpret job-related documents such as policies and procedures, resolutions, ordinances, and contracts.
  • Proficiency using Microsoft Office, including Access, Excel and Word, to manage correspondence, reports, and data.
  • Skill in using the Financial Management Information System (FMIS) to enter vouchers and process payments.
  • Knowledge of mathematics; ability to make accurate calculations to execute various functions such as payment processing.
  • Written communication skills to be able to produce clear and concise correspondence and reports.
  • Ability to navigate databases and customer information software.
  • Ability to read construction plans, as-builts, GIS and CUC data output.

Current Salary

The current starting salary (Pay Range 5IN) is $47,779 annually, and the resident incentive starting salary for City of Milwaukee residents is $49,213. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Public Works Infrastructure-Transportation Division reserves the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

 


NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer
