The Housing Rehabilitation manager is appointed by and serves at the pleasure of the Department of City Development Commissioner.

Purpose

Under the general direction of the Housing Programs Manager, the Housing Rehabilitation Manager is responsible for the development, coordination, management and implementation of the department’s housing and neighborhood loan and grant programs.

Essential Functions

Housing and Neighborhood Development        

  • Coordinate and manage staff administering housing and neighborhood development loan and grant programs ensuring efficiency, program compliance and the highest level of customer service.         
  • Ensure and monitor compliance with program goals, project objectives, and local/federal regulations and requirements and contract provisions, including reviewing cost estimated rehabilitation scopes of work.         
  • Maintain relationships with partners, including local policymakers, community-based organizations and neighborhood residents, and assist with outreach to highlight the department’s housing and neighborhood development loan and grant programs.         
  • Participate in program development and process improvement projects to ensure programs are meeting all applicable guidelines and are aligned with department goals.         
  • Participate in the development of annual operating and capital budgets for the department and monitor budgets throughout the year.
  • Maintain records and prepare reports.

Minimum Requirements

  1. Bachelor’s degree in business, architecture, real estate development, public policy or close related field from an accredited college or university.      
  2. Three years of experience supervising and coordinating neighborhood/housing redevelopment activities and programs.       
  3. Valid driver’s license and properly insured vehicle at time of appointment and throughout employment.  Mileage reimbursement is provided.

Equivalent combinations of education and professional experience will be considered.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of housing rehabilitation development, including residential rehabilitation/construction, housing rehabilitation standards, contract management and housing financing. Knowledge of the development of annual budgets.        
  • Proficiency using word processing, presentation, and spreadsheet.

  • Knowledge of management principles and practices and the ability to effectively supervise staff, assign duties, set performance standards, provide guidance and training, monitor and evaluate performance, coach and counsel employees, and make hiring recommendations.

Current Salary

The current salary range (1EX) is $68,803-$81,844 annually, and the resident incentive salary range for City of Milwaukee residents is $70,867-$84,300. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods.
