Purpose

Under the guidance and direction of the Milwaukee Water Works (MWW) managers and supervisors, Manufacturing Youth Apprentices perform minor maintenance repairs to all Water system equipment and assist and learn from machine repair staff. Youth Apprentices learn to do basic and major repairs to all Water Works plants systems equipment. The Youth Apprentice is the first step for the Water Plants Machine Repairperson promotional series.

Essential Functions

Youth Apprentices will be trained to perform the following duties:  

Water Plants Machine Repair:         

  • Assist with the repair of all mechanical equipment system wide, including valves, compressors, chemical feed equipment, distribution system storage facilities, water filtration equipment and pumps.        
  • Participate in and complete classroom courses related to the mechanical field offered by MPS High School courses.       
  • Learn to perform welding and fabrication of guards, rails and other items related to the needs of the plants.       
  • Perform custodial and snow removal duties and assist other plant personnel.

Conditions of Employment

  • Individuals who complete an application for general City employment on or after September 1, 2021 and are subsequently appointed to a position must provide proof of being vaccinated against COVID-19 (i.e., received both doses of the Moderna or Pfizer or one dose of the Johnson & Johnson vaccine) or have an approved religious or medical accommodation within ten business days of their employment start date. 
  • Must be able to perform duties related to custodial work and snow removal. 
  • Must be able to enter confined spaces and wear confined space safety equipment. 
  • Must be able to work in confined spaces, in close proximity to hazardous chemicals, in all weather conditions and with high noise levels. 
  • Must be able to wear appropriate safety equipment including safety shoes, glasses, and hearing protection. 
  • Must be able to work 15-20 hours during the school year. 
  • Must be able to work outdoors in all types of weather conditions for extended periods of time. 
  • Must possess good manual dexterity. 

Minimum Requirements

  1. High school junior or senior enrolled in State of Wisconsin Department of Workforce Development youth apprenticeship program.      
  2. Youth apprentices must be enrolled in academic classes to meet high school graduation requirements, in a youth apprenticeship related instructional classes.     
  3. Must obtain at time of hire and through employment a valid government issued State Identification or Driver’s License which is required for security clearance and creation of an internal identification badge.

Knowledge, Skills, Abilities & Other Characteristics

Technical:

  • Ability to use computer skills sufficient to use a Computerized Maintenance Management System (CMMS).
  • Skill in understanding mechanical concepts and ability to use hands to manipulate tools and other work-related objects.
  • Ability to learn the skills necessary to work safely and effectively in a field environment.
  • Knowledge of math and the ability to perform accurate math calculations.
  • Ability to read and interpret work related documents.        
  • Ability to complete the required Youth Apprenticeship educational skills and training components.  

Communication/Judgment/Interpersonal:        

  • Ability to take direction from lead workers, supervisors and managers.        
  • Ability to exhibit a positive attitude and to exhibit personal characteristics such as honesty, responsibility, and trustworthiness.        
  • Ability to work cooperatively and fairly with others whose backgrounds may differ from one’s own.        
  • Ability to perform in the work environment courteously and with a customer-service orientation.        
  • Ability to speak clearly and written communication skills to complete written documents and correspondence.

Current Salary

Beginning September 5, 2021, and upon final legislative approval, the starting hourly rate (Pay Range 9MN) will be $15.00 and the resident incentive hourly rate for City of Milwaukee residents will be $15.45. Appointees are not eligible for benefits.

Until September 5, 2021, the starting hourly rate (Pay Range 9MN) is $11.27 and the current resident incentive starting hourly rate for City of Milwaukee residents is $11.61.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Department of Public Works-Milwaukee Water Works reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.

INITIAL FILING DATE - The examination will be held as soon as practical after Friday, October 1, 2021. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. The applicant is responsible for attending all phases of the job selection process at the time and place designated by the City of Milwaukee.

IMPORTANT NOTE: The structured interview panel is tentatively scheduled for the week of October 18, 2021; times and location to be announced. The apprenticeship is anticipated to start the week of November 15, 2021.
