Purpose

Under the direction of the Sanitation Services Manager, the Sanitation Project Analyst facilitates and supports the planning, implementation, monitoring and overall management of sanitation projects, including operations, communications and outreach, procurement, and pilot programs.

Essential Functions

Project Coordination, Research and Analysis

  • Coordinate internal resources and third parties/vendors for the execution of projects and outreach programs.
  • Coordinate and manage all projects to ensure they are delivered on-time, within scope, and within budget.
  • Develop project scopes and objectives, ensuring relevant stakeholders are included.
  • Develop detailed project plans and measure performance using appropriate systems, tools, and techniques.
  • Maintain comprehensive project documentation, including the development of standard operating procedures; serve as a resource for implementing piloted projects across different areas of the division.
  • Conduct in-depth research and analysis of various waste management issues, such as program participation, diversion, recycling, personnel deployment and budget and resource allocation.
  • As part of the snow and ice control management team, report as called upon in order to provide organization and response coordination to meet the needs of the department.  

Data Management, Reporting and Outreach

  • Design and improve data management and reporting systems to support departmental analysis and to facilitate planning and decision making.
  • Work with a team to plan public outreach strategies and execute educational activities, communications, and programs through internal and external resources.
  • Review and analyze rules, regulations, policies and procedures of the DPW Sanitation and other similar departments around the country.
  • Recognize and identify trends in sanitation operations.
  • Prepare analyses, summaries, and reports in response to requests for information.  
  • Provide information for periodic reports such as internal annual reports, State of Wisconsin applications and reports, and project summary reports.
  • Assist in managing the tasks, projects, reports, and requirements of the intergovernmental agreement between the City of Milwaukee and Waukesha County relative to the management of the Joint Materials Recovery Facility.

Conditions of Employment

  • Must be able to work in an environment with exposure to heat, cold, noise, and dust.
  • Must be available to work beyond assigned shifts to respond to various emergencies.
  • Snow and ice operations and other emergencies may require the Sanitation Project Analyst to work at any time during the day or night, any day of the week.
  • Appointment to the Sanitation Project Analyst position within the DPW requires residency within 15 miles of the jurisdictional boundaries of the City of Milwaukee within six months of appointment and throughout appointment to the position pursuant to Rule III, Section 4(g) of the Rules of the City Service Commission.   • The Sanitation Project Analyst is considered essential staff during this public health emergency.

Minimum Requirements

  1. Bachelor’s degree in environmental science, public administration, business, or a closely related field from an accredited college or university.
  2. One year of professional work experience in the field of recycling, solid waste management or another related environmental field.
  3. Valid driver’s license at time of appointment and throughout employment.  

Equivalent combinations of education and experience may be considered however, the experience detailed in #2 above is required and may not be substituted for education.

  • Knowledge of current practices and procedures related to sanitation services and solid waste management.

  • Ability to understand and develop knowledge of modern principles and practices of waste reduction, solid waste management, and recycling, including terms, systems, and procedures.

Current Salary

The current salary range (Pay Range 2FX) is $48,670-$67,616 annually, and the resident incentive salary range for City of Milwaukee residents is $50,130-$69,644 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

NOTE: The Sanitation Project Analyst, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, will receive 4.8% additional biweekly salary as compensation for such over-time work.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
