Purpose

Under the direction of the Revenue and Financial Services Specialist, the Accounting Specialist develops and implements overhead and user cost rates for the allocation of overhead costs related to City services. The incumbent in this position also administers the Sewer User Administration Fund 46, prepares financial reports and provides revenue forecasting.

Essential Functions

Cost Accounting

  • With the approval from Housing and Urban Development (HUD), develop and implement the City Central Service Cost Allocation Plan and Indirect Cost Proposal for the allocation of City overhead costs.
  • Develop and implement the City annual fringe benefit and indirect salary cost rates for the allocation of fringe benefit costs.
  • Develop space usage rates for allocation, budget and recovery of costs for the use of City Hall Complex building space.
  • Respond to inquiries from external auditors, staff from funding sources, and internal staff of various departments regarding rates.  

Sewer User Administration

  • Perform weekly accounting and payment processing of wholesale user charge invoices.
  • Perform the accounting for sewer user revenues.
  • Prepare sewer user rates for recovery of annual sewer service charges.
  • Prepare the Sewer Administration (Fund 46) budget.
  • Perform the accounting for delinquent accounts transferred from collection or written off by the City Treasurer’s Office.  

Financial Services

  • Account for Police Trust transactions and monthly reconciliation.
  • Assist with updating Tax Incremental District (TID) expenditures and encumbrance information.
  • Prepare mobile home billings.
  • Prepare Payment in Lieu of Taxes (PILOT) billings.
  • Prepare cash deposits.
  • Assist with preparation of other reports relating to receivables, revenue and financial services.

Conditions of Employment

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Bachelor’s degree in accounting, finance, business administration or a closely related field from an accredited college or university.
  3. Two years of professional experience in accounting and/or financial analysis.   

Equivalent combination of education and experience may be considered.

Desirable Qualifications

  • Experience in governmental accounting.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of governmental accounting.
  • Knowledge of financial reporting and budgeting.
  • Knowledge of auditing techniques and procedures and ability to interpret and analyze financial statements.
  • Commitment to keeping up-to-date with best practices in accounting.
  • Experience with Oracle Peoplesoft (FMIS), Microsoft Office, Excel and Evault.
  • Ability to read, understand and interpret contracts, budgets, financial statements, accounting policies and procedures, corporate documents, audit reports and complex rules and regulations.
  • Ability to practice active listening by giving full attention to what other people are saying, taking time to understand the points being made, and asking questions as appropriate.
  • Ability to speak with others to convey information (technical and non-technical) clearly and effectively to people at all levels of the organization.
  • Ability to communicate information and ideas in writing such as reports, business correspondence, emails, and procedures manuals, clearly and effectively to people at all levels of the organization.
  • Ability to organize work to effectively and efficiently utilize resources to accomplish multiple tasks according to deadlines.
  • Skill in conducting research, analyzing complex issues and formulating recommendations.

  • Attention to detail in order to reconcile accounts and to ensure accuracy for accounting transactions and activities.

  • Ability to exhibit exemplary professionalism.

Current Salary

The current salary range (2GX) is $51,469-$72,063, and the resident incentive salary range for City of Milwaukee residents is $53,013-$74,225.  Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations and the Comptroller’s Office reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.  

NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
